Research On Urban Ethnic Work Based On The Perspective Of Social Integration Of Migrant Populatio

China has been a unified multi-ethnic country since ancient times.The Communist Party of China has always attached great importance to ethnic issues and urban ethnic work,constantly combining Marxist ethnic theory with China’s realities,and exploring a path for urban ethnic work with Chinese characteristics that suits China’s realities.Nowadays,China’s population mobility is active,and the population agglomeration effect is further appearing,and a series of problems brought by this show that it is necessary to study the urban floating population,especially the floating population in ethnic areas.Based on this,this study sorted out the theoretical narration of Marxism on the process of urbanization,and summarized the main characteristics of the CPC in solving urban ethnic problems in different periods.Taking Lhasa as the case for analysis,this study summarized the existing experience and achievements,found practical problems and put forward solutions.The introduction part,from the actual national conditions,policy evolution,academic research trends,resistance to reactionary voices and so on several aspects of the research background of this paper.This paper expounds the purpose and significance of the research from both theoretical and practical aspects.In the part of domestic research review,through classifying and summarizing the research results of domestic mobile social integration and urban ethnic work,it can be summarized as follows:From the perspective of the construction of ethnic affairs governance system and governance ability,this paper studies the urban ethnic work,the value concept contained in urban ethnic work and its importance,analyzes the factors affecting the urban integration of different ethnic floating population,studies the evaluation of the social integration of urban ethnic floating population,and studies the basic ways to improve the urban ethnic work.Foreign studies on the social integration of floating population mainly include:study on the law of population flow,study on the impact of floating population on the destination,study on the performance of cultural collision between different ethnic groups,and study on the living situation of floating population.After that,the concepts of floating population,social integration and urban ethnic work are defined.The research ideas and methods of this paper are introduced.The research ideas can be carried out along the main line of raising problems,analyzing problems and solving problems.The research methods include literature research method,investigation method,observation method,and the method combining quantitative analysis and qualitative analysis.Finally,it introduces the innovation and shortcomings of this research.The innovation is mainly manifested in the establishment of the evaluation system of social integration of the floating population in line with the special situation of ethnic areas in this paper,and the shortcomings are mainly reflected in the application of theories,research methods and language expressionChapter one mainly finds out the connection between urban ethnic work and floating population in theory,combs Marxist social space theory and urban and rural integration theory,reviews the urbanization process of our country,summarizes the characteristics of population flow in different periods.Through sorting out the urban ethnic work in different historical periods of the Communist Party of China,it can be divided into four stages.Before the 1980s,China’s ethnic work mainly focused on the socio-economic development of ethnic minority areas.In the 1980s and 1990s,the work for ethnic minorities gradually expanded from areas inhabited by ethnic minorities to cities in the east,and from permanent ethnic minorities to all ethnic groups,including the floating population of ethnic minorities.The promulgation and implementation of the Regulations on Urban ethnic work in 1993 has made the urban ethnic work in our country legal and increasingly standardized.In addition,it means that the important role of urban ethnic work in the overall situation of Chinese ethnic work is more prominent.In the new era of socialism with Chinese characteristics,the National Symposium on Urban Ethnic Work,the on-site Meeting on the exchange of experience in Urban Ethnic Work,and the fifth Central Ethnic Work Conference have been held successively,all of which have listed urban ethnic work as a strategic task of ethnic work in the new era,so that all ethnic groups can be integrated in space,culture,economy,society,psychology and other aspects.Therefore,it is concluded that the reason why we should attach importance to the floating population phenomenon in urban ethnic work is that the handling of the relevant problems of different ethnic floating population will affect the healthy development of urban ethnic relations,the overall development of the city,the harmony and stability of the society,and the long-term stability of the country.Chapter two,through the sampling survey of the multi-ethnic floating population in Lhasa and the interview of local residents in Lhasa,the basic situation of the floating population in Lhasa has been generally mastered.The survey results show that the floating population in Lhasa has the following characteristics:the proportion of inter-provincial floating population is high;The proportion of agricultural household registration is high;Gender imbalance;The proportion of "new generation" floating population is high;In terms of ethnic composition,the proportion of Han ethnic group is much higher than that of minority ethnic groups;From the education level,Lhasa City floating population education level is lower than the national average level;From the perspective of reasons of mobility,the reasons are various and mainly work for business.Under the leadership of the CPC Central Committee and the local government,and with the joint efforts of all sectors of society,ethnic policies have been implemented in a long-term and stable manner.Ethnic discrimination has been basically eliminated in Lhasa,a city rich in ethnic groups,and socialist ethnic relations featuring equality,unity,mutual assistance and harmony have taken shape,providing a favorable social environment for the all-round development of all ethnic groups.Referring to other researchers’ evaluation criteria for social integration,this study established an evaluation system of social integration of floating population with four dimensions of political integration,economic integration,social life integration and psychological and cultural integration as the evaluation direction.Based on the social integration evaluation system and evaluation criteria,the author has made a general evaluation of the social integration of the floating population in Lhasa.The evaluation finds that the social integration of the floating population in Lhasa is generally considerable,and there is still a large room for improvement.The current government-led implementation of political integration and social life integration has achieved considerable results,and the psychological and cultural integration needs a long running-in.Its low degree of integration limits the improvement of the whole social integration,and economic integration is difficult to achieve through two-way selection of the market,which is also an important factor hindering the social integration of the floating population.It is worth noting that the definition of these problems is not that there is a problem with the basic ethnic policy,but that there is something to be improved in the urban ethnic work,or that the work has not kept up with the changing needs of The Times.The third chapter,through summary and analysis,finds that there are still many problems in the social integration of floating population in Lhasa.The main reasons are:limitations caused by the system and mechanism of urban ethnic work,inappropriate working methods of urban service managers,tolerance of "acceptors" to be improved,initiative of "integrators" not strong,and insufficient communication and cooperation among various subjects.Chapter four,based on the above analysis of the shortcomings of social integration of floating population in Lhasa,based on the reality and learn from the excellent practices of other regions,put forward countermeasures and suggestions to strengthen the social integration of floating population in urban ethnic work.It mainly includes:improving the system,mechanism,policies and regulations,improving the working methods of urban ethnic minorities,improving the tolerance of"acceptors",enhancing the initiative of "integrators",and improving the working ability and level of urban ethnic minorities through multi-party cooperation.In short,Urban ethnic work not only concerns the interests of a few people,but also concerns the whole society and the whole nation.Among them,the social integration of the floating population will be the top priority for a long time to come.How to make the integration more comprehensive and sustainable is an issue that needs to be considered by all sectors of society.In this process,urban ethnic work is not powerless,but promising.However,it is not enough to rely solely on urban ethnic work,nor is it a matter of a single unit,but needs the cooperation of all forces in the whole society.
