Research On The Effective Supply Of Rural Innovation And Entrepreneurship Policy In Guangxi Zhuang Autonomous

Innovation and entrepreneurship in rural areas(hereinafter referred to as "mass entrepreneurship and entrepreneurship")is an important breakthrough to solve problems related to agriculture,rural areas and farmers,and an important means for the government to implement the rural revitalization strategy.Therefore,it is particularly important to use the "mass entrepreneurship and innovation" policy to lead the talents to return to the countryside with superior resources and help promote the development of the rural "mass entrepreneurship and innovation" cause in the west.This paper is based on Policy Implementation Process Theory,Effective Supply Theory and Policy Network Theory.First of all,Comprehensive collection of rural entrepreneurship and innovation policies issued by Guangxi in recent years,Then,using the LDA topic mining model and social network analysis method to construct a visual policy map as a means to analyze the supply content and supply subject relationship of the rural "mass entrepreneurship and innovation" policy in Guangxi since 2014,and obtain the distribution of current policy points.So as to visualize the policy supply situation;Secondly,a field survey was conducted in Nanning and Guigang,Guangxi Zhuang Autonomous Region,to find the key breakthrough of policy optimization through interviews with entrepreneurship and innovation personnel and personnel of policy implementation departments.Finally,under the guidance of the Effective Supply Theory,some suggestions are put forward to realize the effective supply of guangxi rural "entrepreneurship and innovation" policy.According to the research,from 2014 to 2021,A total of 144 rural "entrepreneurship and innovation" policies have been released in Guangxi,whose themes mainly involve strengthening agricultural science and technology innovation,enhancing agricultural industry chain,promoting the integration of primary,secondary and tertiary industries,promoting rural informatization strategy,and developing local characteristic agriculture.This supply situation is of certain value in creating an environment for entrepreneurship and innovation and meeting the demand for entrepreneurship and innovation.But the policy supply still has the following deficiencies: first,the audience’s policy awareness is not high;Second,the policy implementation lacks the upper and lower linkage system;Third,incomplete supporting policies lead to ineffective implementation;Fourth,policy supply and demand have not yet formed an effective docking mechanism.Therefore,The article suggests that we should start with the content and mode of policy supply,take the policy demand as the guide,ensure the connection between supply and demand of long-term policies,establish and improve the supporting system,strengthen the cooperation among policy contents and policy implementation departments,and finally strengthen policy propaganda to improve the effective supply of the mass entrepreneurship and innovation Initiative in rural areas of Guangxi.The conclusions of its research have certain significance for improving the policy environment of "mass entrepreneurship and innovation" in the rural areas and promoting the prosperity of rural industries in Guangxi.
