Study On The Effect Of Village Regulations And Regulations Of H Township Of Weishi County On Rural Governance

In recent years,village rules and people’s agreements have played an important role in the rural governance system.As an informal system for guiding villagers’ values and regulating villagers’ behavior,village rules and people’s covenants make up for the limitations of national laws and regulations in rural governance,and it also has positive effects such as promoting excellent culture,spreading new styles of civilization,improving village appearance,adjusting villagers’ relations,and protecting villagers’ interests.However,at present,in the process of market economy and rural social development,under the combined action of various ideologies,values and other factors,it has brought a certain impact on the traditional values and ideological concepts of rural farmers,so that while village rules and people’s agreements play their role in rural governance,many problems have also been exposed,and the current village rules and people’s agreements cannot meet some of the requirements of modern rural governance,and some village rules and people’s agreements play a very limited role in rural governance.Based on the theory of system,governance and good governance,this paper takes the villagers of 54 natural villages in H Township,Weishi County,as the research objects,visits to some villages with typical characteristics,and interviews with some villagers,college students,village officials and village cadre representatives,etc.,to provide real data for the study of village rules and people’s agreements.Among them,this paper mainly organizes and analyzes the village rules and people’s covenants in village Z,combines specific cases,and conducts in-depth analysis and research on the specific application and results of village rules and people’s agreements based on the relevant data available,and explores effective ways to use village rules and people’s agreements to achieve rural governance.By analyzing the positive role of village rules and people’s covenants in the inheritance of excellent culture,the transformation of ideology and concepts,and the improvement of the construction of the rule of law,as well as their effectiveness,problems encountered and their causes in practice,this article sums up the existing problems of village regulation and people’s agreement in participating in rural management,such as weak binding force,insufficient standardization of formulation procedures,insufficient scientific and complete content,Insufficient transposition and a weak monitoring mechanism.According to the problems found in the investigation and research,corresponding countermeasures and suggestions are put forward to further promote the role of village rules and people’s agreements in rural governance,and at the same time,more experts,scholars and social governance workers can recognize the role of village rules and people’s agreements in modern rural governance,reposition their functional position in the modern rural social governance system,give full play to their own positive role,help improve the rural governance system of "integration of autonomy,rule of law,and rule of ethics",and promote the modernization of rural governance.
