Research On The Problems And Countermeasures In The Implementation Of Village Rules And Regulations From The Perspective Of Rural Governance

The report of the 19th National Congress of the Communist Party of China points out that it is necessary to strengthen the basic work at the grassroots level in rural areas and improve the rural governance system with the combination of autonomy,rule of law and rule of virtue,and village rules and regulations are one of the important forms to realize the combination of "three governance" in rural areas.In recent years,all over the country are strengthening and improving the construction of village rules and regulations to ensure that rural "governance is effective" and achieve good rural governance.Based on extensive literature review on village rules and regulations,rural governance and other fields at home and abroad,the author comprehensively uses the theory of good governance and self governance,selects s village in Rizhao City as a case,and obtains the villagers' cognition and participation of village rules and regulations,the formulation and implementation of village rules and regulations,as well as the experience in rural governance The practice of the project.Based on the relevant information obtained,this paper deeply analyzes the problems and causes of village rules and regulations in the practice of rural governance,as well as the countermeasures to improve the effectiveness of the implementation of village rules and regulations.Specifically,the village rules and regulations have corresponding practical application in village level governance,such as mediating villagers' disputes and contradictions,renovating the living environment,advocating changing customs and customs,so as to show the civilization of rural style,improve the appearance of the village,and stabilize the social order.However,there are some problems in the implementation of village rules and regulations,such as the legitimacy is questioned,the enforcement is not strong,and the binding force is insufficient.There are four main reasons:first,formulating procedures and content is not scientific enough,mainly due to the lack of standardization of the formulation procedure and the lack of applicability and operability of the text content.Second,the interaction between the main body is insufficient,which is manifested in the poor quality of the villagers as a whole and the lack of standardization in the formulation of village rules and regulations.Third,the transformation of rural social environment,mainly due to the villagers' self-interest motivation and rural social structure has changed greatly.Fourth,the supervision and evaluation mechanism is not perfect,mainly due to the content of vague,poor operability,leading to difficulties in implementation;supervision and evaluation is not in place.Finally,this paper puts forward some countermeasures,such as building a good rural social environment,enhancing the villagers' subjective consciousness,and improving the implementation effect of village rules and regulations,in order to maximize the effectiveness of village rules and regulations in rural governance.
