Research On The Role Of Grassroots Party Organizations In Urban Community Governance

The effect of community governance directly affects the "last mile" of the Party and the country,and is closely related to people’s happiness.With the reform and opening up process,community system gradually formed,as the important carrier of grassroots social reconstruction and integration,the transformation of community governance structure for the virtuous operation of social governance and the governance of modernization has important influence,especially in the construction of urban community,how to give full play to the function of the grass-roots party organization has very important practical significance.The effect of community party organization in community governance is related to the consolidation of the foundation of the ruling party and the improvement of its ability.At the same time,its dual attributes of party and society determine that it becomes an effective link between the state and society.From the perspective of the internal needs of community governance the administrative tendency of community governance and the contradictions between the main bodies of community governance objectively require community Party organizations to participate in community governance.District Y always regards party building in urban communities as the primary task,improves the three-level linkage mechanism of district,street and community,strengthens the role of Party organizations and party members,promotes party building to lead the solution of problems,adheres to multiparty governance,and takes various measures while giving play to the role of community Party organizations.Through on-the-spot investigation Y area community residents satisfaction evaluation to the full play role,a comprehensive understanding of community party organization’s four big role play to the status quo,sort residents satisfaction from high to low in order to maintain stability,and the roles of service to the masses,leadership role as the core,and resource integration,interest coordination effect,and to investigate the resident’s demographics variables for difference analysis.At the same time,the exploratory factor analysis is carried out on 24 items restricting the function of community Party organization,and four common factors are obtained:organizational vitality,educational management,institutional constraints,and activity mode;Further multiple regression analysis is carried out to construct the restricting factor model of the role of community Party organizations,and on this basis,innovative ways to realize the effective play of community Party organizations are proposed.Through strengthening the construction of community party organizations promoting community governance organization,perfecting the system of grass-roots party organizations in urban community governance mechanism,strengthen the party members’ education management to activate the community service main body activity,the innovation of urban community governance activity form ascend party influence,modernize the Y area community,finally realize community autonomy on the basis of "three" new community governance system.
