Hierarchy System In Network Governance In Local Government

Compared with western countries’ government network governance focuses on mutual equality among principals of governance though the network of relationships,our country government network governance is largely affected by the traditional system,governance structure and governance are more embodies the hierarchical role in the process,more emphasis on the effective role in the hierarchy of network governance,which is exactly the feature and advantage of Chinese government governance.Nanshan national park in Hunan province construction and management involve multiple subject,management fields widely,and this is not completely self-organizing network,but in Nanshan National Park Administration and involved in the formation of numerous relevant government departments,so the Nanshan national park,network governance and hierarchy in the governance of very clearly fusion phenomenon.Based on the theory of new public governance and bureaucratic system,this paper takes the "structure-process-result" ternary model of organization as the analytical framework and takes the construction and governance of Nanshan National Park as an example to explore how hierarchy plays a role in the process of network governance.Through research,this paper found that in the construction and governance of Nanshan National Park,the role of hierarchy system in network governance can be divided into the following three types: the level of integrated network,the level of parallel network,the level of embedded network.In the hierarchical structure of integrated network,the hierarchy plays a leading and leading role in the integration of the network.In the hierarchical structure that is parallel with the network,the hierarchy,centering on the network governance process,promotes the hierarchy and the network to reach a state of mutual checks and balances and mutual supervision through the complementation of power and social resources.In the hierarchical structure of the network,the hierarchical system is embedded in the network governance from shallow to deep by occupying the key position of the network governance organization,conducting background manipulation,consciousness output and so on.In essence,it strengthens the hierarchical control with the advantage and convenience of the network governance structure.In the hierarchical governance process of the integrated network,the hierarchical system plays an integrated role in the network governance by issuing unified management policies or using top-down direct management means to cultivate,boost and control the formation,development and operation of the network governance mode.In the process of hierarchical governance parallel with the network,hierarchies surround the development process of the network governance by accepting the external supervision of the network governance,coordinating with the main body of the network governance,and complementing the functions of the network governance structure.In the process of hierarchical governance embedded in the network,the hierarchical system realizes the organization,goal and consciousness embedding in the network governance from the outside to the inside through improving the governance organization system,equal communication and interest replacement,continuous publicity and education.The realization of governance efficiency of hierarchy system in network governance is as follows: on the one hand,the hierarchy system is well adapted to the diverse,complex and dynamic network governance environment.On the other hand,by strengthening the integrity of management system and management pattern,realizing the flexibility of ecological construction and economic development,and ensuring the stable play of network governance efficiency,the hierarchical system fully realizes the governance value of integrity,flexibility and stability.
