| The report of the Twentieth National Congress of the Communist Party of China points out that Socialism with Chinese characteristics has entered a new era,and the focus of economic development has been shifted from speed and scale to connotation and quality.As a type of education closely related to economic and social development,secondary vocational education ushered in a golden age of development.Vocational education is an important type in China’s education system,and secondary vocational education is an important part of modern vocational education system.Local governments at all levels should actively explore effective ways to accelerate the development of regional vocational education and provide talent guarantee for the implementation of strategies such as "Made in China 2025","Three Highs and Four New" and "Rural Revitalization".The reality is that secondary vocational education is not so popular,and there are some factors at the individual,family,and social levels,but the institutional factors are more important,such as the positioning of secondary vocational education,organizational leadership,system guarantees,development environment,and limited upward channels of secondary vocational graduates by the Chinese government.Secondary vocational education is a quasi-public product,and local governments at all levels are main providers and administrators.So it is urgent to explore what kind of secondary vocational education to develop and how to develop secondary vocational education from the perspective of government functions.As a typical manufacturing city,the importance of secondary vocational education in Zhuzhou to the strategy of "cultivating a famous manufacturing city and building a happy Zhuzhou" is self-evident.This thesis clarifies the core concepts of local government,government functions,and secondary vocational education through the literature method.Based on the analysis of 313 questionnaires from the perspective of teachers,the results show that there are some problems in Zhuzhou secondary vocational education,such as the poor quality of students,the unscientific setting of majors,the insufficient education funds and training bases and the incomplete system.The results of 10 interviews with administrative leaders show that there are some problems in the development of secondary vocational education in Zhuzhou City,such as inadequate overall planning,imperfect service,incomplete supervision and inadequate guidance,and the reasons are attributed from the aspects of economic development,management system and publicity and promotion.Under the guidance of the quasi-public product theory,government function theory and new public governance theory,attributions are from the aspects of economic development,management system and publicity and promotion.On the basis of the actual industrial development,the implementation path for the optimization of local government functions in the development of secondary vocational education is proposed with the guidance of the theory.The implementation paths including increasing overall planning,improving service quality,establishing a sound supervision and evaluation system,and guiding vigorously.It is going to promote the rapid and high-quality development of regional secondary vocational education and provide a feasible reference for local governments to perform their duties. |
