Research On The Performance Of Government Functions In Secondary Vocational Education In Fengjie County

The development of modern vocational education is of great significance to the construction of the national education strategy system.It can not only drive the development of the national economy,but also build a variety of talent training methods,and gradually promote the development of technical and social practical talents and the improvement of the overall humanistic quality of the people."National Vocational Education Reform Implementation Plan" also clearly stated: "Vocational education and general education are two different types of education,but their status is no difference,the same importance.Secondary vocational education is an indispensable part of modern vocational education system,which has the attribute of quasi-public goods.Improving its development level is the premise of accelerating the construction of modern vocational education system.The government,as the main manager,plays an extremely key role in the development of secondary vocational education.Fengjie County is located in the northeast of Chongqing,which belongs to the three Gorges Reservoir area town group in the northeast of Chongqing.It is far from the core area of Chongqing.Compared with the main urban area of Chongqing,the economic development of Fengjie County is relatively backward,the development of local secondary vocational education is lagging behind,and the shortage of skilled personnel supply also restricts the local economic development to a certain extent.In recent years,in order to promote the development of secondary vocational education in Fengjie County,the government has played a more active role in all aspects,such as providing policy guarantee,increasing financial investment,paying attention to the construction of teachers and standardizing school-running behavior,but there are still many problems in the local secondary vocational education.This paper takes the performance of government functions in secondary vocational education in Fengjie County as the research object.On the basis of introducing the background of the topic and the significance of the research,it systematically sorts out the dynamic and current situation of domestic and foreign research,collects and sorts out relevant information through field investigation,and defines the concept of secondary vocational education and government function.On the theoretical basis of public product theory,government function theory and new public service theory,literature analysis method,investigation method,comparative method and other research methods are used comprehensively.First introduced the Fengjie County and local secondary vocational education development present situation,and summarizes the interview and questionnaire survey.And then points out the current Fengjie County secondary vocational education developing the functions of the government to perform the propaganda guidance does not reach the designated position,absence developing policy,funds source,a single,imperfect management system,information service function problem such as lag,supervision and evaluation is not scientific,Comprehensive analysis of the ideological understanding does not reach the designated position,weakness of the government policy guidance,not form a diversified financing mechanism,the government functions and education management department has not been established information service platform and the lack of effective supervision and evaluation mechanism,etc.Next,it summarizes the vocational education model and experience of Baden-Wurttemberg,Germany and Tennessee in the United States,as well as the performance of government functions in the development of vocational education in Tongzhou District of Nantong city and Yongchuan District of Chongqing.Finally,combined with the experience of advanced cities at home and abroad,the author puts forward some suggestions that the government should change the idea,perfect the policy system,expand the source of funds,reform the management system,improve the level of information and strengthen the evaluation and supervision,so as to promote the further development of secondary vocational education in Fengjie County.
