Research On Rural Industry Revitalization Mechanism From The Perspective Of Interactive Governance

The No.1 Document of the Central Committee in 2023 emphasizes that industrial revitalization is the top priority of rural revitalization,profoundly pointing out the importance of rural industrial revitalization in the new era.From poverty alleviation to rural revitalization,the internal logic of China’s rural industrial governance has changed,gradually shifting from the government to the participation of the market,society and other forces.In the new development stage,clarifying the role of government,market,society and other subjects in industrial governance and revealing the logic and mechanism of interactive governance of rural industries is of great significance for giving full play to the advantages of the three subjects,realizing high-quality development of rural industries and promoting all-round rural revitalization.From the perspective of interactive governance,this paper focuses on governance subjects(actors),their governance tools and governance actions,and establishes a three-dimensional analysis framework of "actor-tool-action" for rural industry revitalization.With the help of field research method and case analysis method,this paper takes two rural industries of different business forms in N County as examples,and summarizes and extracts the typical practices and interactive paths of multiple actors in industrial governance.This paper analyzes the mechanism of rural industry revitalization from the perspective of interactive governance and puts forward relevant policy suggestions.The study shows that:(1)Local governments,enterprises and social organizations,as the three forces of government,market and society,constitute the multiple actors of interactive governance of rural industries,and each enters the governance field to interact with other actors by virtue of its own resource advantages.(2)The heterogeneous resources of the actors themselves are the "entry ticket" to enter the field of rural industry governance,and the system is the "controller" to restrain the actors and their actions in the field of governance,which together constitute the tools of interactive governance of rural industry.(3)Based on the interactive intention,multiple actors achieve the mutual embedding of government,market and society through political absorption,capital flow,institutional embedding,functional embedding,structural embedding and technological embedding.(4)In the mechanism of rural industry revitalization from the perspective of interactive governance,the governance subject is local government,enterprises and social organizations,the governance tool is the resource advantage of actors and the system that restrains actors and their behavior,and the governance action is the interlocking and interaction among multiple actors.This paper draws lessons from "interactive governance",carries on the innovation of the research perspective,reveals the interactive embedding relationship between the subjects of rural industrial governance,enrichis the theoretical connotation of rural industrial governance,and provides a new analytical tool for promoting the revitalization of rural industries.
