| In recent years,the national and local governments have introduced a series of regulatory policies to curb the rapid growth of housing prices,which demonstrates the government’s determination to strengthen regulation of the real estate market and stabilize housing prices.However,housing prices in many cities in China are still generally high,seriously deviating from the normal income level of residents.To buy a house,many buyers not only emptied their "six wallets" but also took on enormous mortgage debt for 20-30 years.China’s urban areas are still in a phase of rapid development,with urban population and household numbers continuing to grow.The contradiction and problem between the basic housing needs of residents and high housing prices are still prominent.This will hinder the improvement of the living standards of the society,and continue to widen the gap between different social classes,becoming an important factor in social instability and even exacerbating social conflicts.To protect the vital interests of low-and middle-income groups,ensure the harmonious and stable development of society,and support the long-term and stable development of affordable housing,the development of affordable housing has received long-term support from the government.However,the extent to which the function of affordable housing can be fully realized largely depends on whether the relevant policies can be effectively implemented.Based on this,this article from the perspective of policy implementation,combined with research methods such as literature research,field interviews,and comparative analysis,based on the explanation of related concepts and Smith’s policy implementation model and Horn-Mieter model,combined the Horn-Mitt model and Smith’s policy implementation model to construct the analysis framework of this article.The five factors that influence the implementation of China’s affordable housing policy from the policy itself,policy implementation subjects,policy target groups,policy implementation resources,and policy implementation environment are analyzed.Overall,China’s affordable housing policy has achieved good results in the process of development and improvement,but there are still problems such as defects in the policy itself,weak implementation of policy implementation subjects,misunderstandings of policy target groups,shortage of policy implementation resources,and obstacles in the policy implementation environment.To address these problems,this article takes X city,which has a good development of affordable housing and has been highlighted by the media as an example,to summarize its unique practices and further explore the successful experiences of policies in Singapore,the United States,and Nanning and Hangzhou in China.Finally,the path to optimize the implementation of China’s affordable housing policy is proposed: improve specialized legal systems,enhance policy coordination;improve the implementation ability of policy implementation subjects;increase publicity of policies,deepen people’s understanding of policies;pay attention to external capital introduction,innovate affordable housing financing methods;and create a good policy implementation environment. |
