Research On The Management Problems And Countermeasures Of Foreign Students In Zhejiang Province

In recent years,Chinese global influence and attraction in the fields of politics,economy,culture,science and education has increased year by year.As a large coastal open province,Zhejiang Province has been at the forefront of Chinese modernization,urbanization and opening-up reform process.In recent years,it has attracted a large number of foreign students by virtue of its location and policy advantages.On the one hand,the influx of foreign students has promoted the development of local science,education and social economy.On the other hand,its associated illegal residence,illegal employment and other illegal and criminal problems have also impacted the local population pattern and social life,bringing new pressure and challenges to the public security organs to maintain a stable social security environment.How the public security organs do a good job in the management of foreign students under the new situation has become a research topic of practical significance.Taking the management of foreign students in Zhejiang Province as the research object,this paper analysises the current situation,reveals some problems,such as low quality of students,frequent violation of crimes,chaotic internal management of universities,obstacles between information transmission,insufficient off campus management of public security organs,unclear division of labor and weak cooperation of foreign-related management departments,,lagging construction of foreigner service system and so on.Through empirical research,this paper finds out the reasons behind the problems above,such as loose recruitment,different cultural background of foreign students,students’ rebellious psychology,universities’ reluctance to manage,insufficient management ability of public security organs,conflicts between management departments.By combining the public management theory and learning from the relevant experience of W District in carrying out foreign student management through six-party cooperation in recent years,this paper puts forward countermeasures and suggestions on how to solve the above problems: first,promote the establishment of provincial foreign student management coordination group;Second,the public security organs and colleges and universities should strengthen cooperation and build a full chain closed-loop control mode for foreign students;Third,public security organs should strengthen daily management based on their own duties;Fourth,strengthen the management of foreign students.
