| In the report of the 19 th CPC National Congress,it was proposed to strengthen the construction of community governance system and move the focus of social governance down to the grassroots level;In the report of the Party’s 20 th Congress,it was proposed to improve the urban and rural community governance system and resolve conflicts and disputes at the grassroots level in a timely manner.In recent years,with the proposal of the modernization of national governance system and governance capacity,and the continuous advancement of urbanization process,urban community as an important unit of grass-roots governance has attracted more and more attention and research.Therefore,to improve the community governance system and enhance the level and capacity of community governance is not only the development needs of improving national governance,but also the realistic requirements of improving people’s living standards.This paper takes the urban community governance of Shehong City as the research object.First of all,through consulting relevant books and literature,the theoretical basis related to the research topic is found,including "public governance theory","collaborative governance theory" and "new public management theory".While deeply learning the source and connotation of the theoretical basis,I also have a certain understanding and grasp of the status quo of similar research,and make good preparation for the theoretical materials of this research.Secondly,I communicated with the Organization Department,civil affairs,subdistrict,community and other units,demonstrated the feasibility of the research topic,and made clear the research idea of "finding problems--analyzing causes--proposing countermeasures".Moreover,on the basis of learning from the research achievements of other scholars,the questionnaire and interview outline of this study are designed and formed.Survey activities are fully carried out to obtain the data needed for the research.Through literature analysis,investigation and case analysis,problems existing in urban community governance of this city are identified.Finally,this paper analyzes the reasons deeply,draws on the relevant experience of community governance at home and abroad,and puts forward specific measures to optimize the urban community governance in Shehong,hoping to provide some reference for the urban community governance in the surrounding counties.The main research results are as follows:(1)By introducing the current situation of urban community governance in Shehong from the aspects of governance subjects,governance methods and governance mechanisms,it is found that the urban community governance in Shehong presents the characteristics of diversified governance subjects,"Party building +" governance and grid governance have relatively mature experience in the city,and combined with local characteristics,We have made innovations in developing the "three social organizations working together" mechanism and the "Six Hands" consultative mechanism.(2)The study found that the urban community governance of the city has problems such as unbalanced participation of governance subjects,weak governance strength,single governance methods,and incomplete governance content.The corresponding reasons are the imperfect participation mechanism of governance subject,the incomplete construction of community team,the lack of innovation in community work,and the weak capacity of community service.(3)In view of the problems found,it is suggested to optimize the path of urban community governance from the aspects of perfecting the governance subject participation mechanism,strengthening the construction of community talent team,promoting the diversification of community governance methods,and promoting the expansion of governance content. |
