Study On Community Security Governance Model Of Rural-Urban Fringe

The rural-urban fringe is a region with special community pattern,industrial layout and population structure characteristics,which is based on the original rural form and because of the undertaking of urban economic and social functions.Urban and rural fringe communities are communities with both urban and rural characteristics formed due to urban expansion to rural areas in the process of urbanization.There are not only urban community spatial forms such as commercial streets,factories,new residential areas,but also rural community spatial forms such as self-built houses.The population upside-down phenomenon is widespread in the rural-urban fringe communities,the rapid expansion of the secondary and tertiary industries,the high rental rate of rural self-built houses,and the main temporary jobs of migrant workers have led to four public security problems,such as prominent community deviance phenomenon,complex types of community contradictions and disputes,the regionalization of community security problems and the weakening of the effectiveness of prevention and control of security risks.Public security governance refers to the social governance of public security issues,that is,the way to mobilize and coordinate multiple social subjects to use social resources comprehensively and adopt diversified governance means to maintain social security order.However,the traditional way of public security governance fails to solve the above security problems in a timely and effective manner.At the same time,there exist such dilemmas as unbalance of community governance structure foundation,imbalance of community governance action foundation,unsound trust participation network,poor,weak and scattered community value resources.This paper analyzes the existing public security governance model,and adopts the literature research method,questionnaire survey method and interview method to select the "network-system-platform" public security governance model of M community in Daxing District as the basic model for research.By summarizing and analyzing the questionnaire survey results,the practical investigation situation is obtained,and then the governance innovation and reflection of the governance model are summarized.Form the idea of constructing the community security governance model of rural-urban fringe.Finally,this study takes the value resources,institutional field,social structure,and action basis of social capital theory as the supporting points of the community security governance model of rural-urban fringes,and draws on the "network-institution-platform" security governance model of M community,proposing to absorb community value resources through community social trust and improve the community system field through social norms.The "resource-institution-structure-action" security governance model of rural-urban fringe community is constructed based on the governance network to optimize the community structure and the social identity to stimulate the power of community action,which is universal to all regions of rural-urban fringe community.Each region can adjust and assign values to the model according to its own regional characteristics,so as to guide the community security governance practice of rural-urban fringe community.
