The rural community governance needs the theoretical interpretation on the practicein China. With the development of urban-rural economic and social integration, themarket liquidity between urban and rural areas has been significantly improved. A largenumber of new external elements enter into the traditional rural communities, and thetraditional rural communities gradually change from closed situation towards open andaggressive tendency. Meanwhile, the contacts and exchanges maintain a growth trendbetween the urban and rural areas, and the development of rural economic is rising. Themodern citizenship and public spirit of the rural community residents have beenenhanced. The civil society organizations and social capital in the rural community arealso increasing, which makes the developed rural community residents more actively toinvolve in the governance of the public decisions and affairs in the rural communities.In addition, China is now at an important historical transition of deepening governmentreform. The government gradually begins to release the powers and functions in termsof economic development and social management. This makes the rural communitiesalready have the external environment and internal conditions that the ruralcommunities change from the single government management model towards thediversified participatory governance model. However, the construction of ruralcommunities is starting soon in China, most of the areas are still in practice andexploration, and the rural communities are not yet on the track in many ways. There area number of problems and challenges in the present construction and governance of therural communities. In other words, the construction and development of ruralcommunities in China still relies mainly the central policies to promote and the localgovernments to implement and manage. The present rural communities did not achievethe true sense of governance in China. This paper firstly made the analysis and research about the urban-rural integrationprocess, then made the theoretically study about the governance of rural communitiesand combed the developing process of history. This paper analyzed and summarized thenew problems in the process of integrated development of urban and rural communities.Hereafter, this paper analyzed and studied the main factors of the rural communitygovernance in the process of urban-rural integration. Based on the analysis ofgovernance theory, the theory of community governance, new public managementtheory and game theory, and combined with the actual situation of rural communities inthe current process of urban-rural integration, this paper identified citizens, government,and market, society as the main governance bodies of the rural community governanceby the discussion and analysis with the experts and scholars in the related fields. Thispaper believed that the proposed rural community governance is to build a diversifiedgrid governance system. Try to change the past single government management model,and to achieve the maximum and optimization of public benefit of rural communities bythe mutual interests game and restraint in the diverse subjects, and then forming agovernment as the main, citizens, markets, social forces four in one positive andinteractive governance structure system of rural communities. The finally goal is toachieve the maximum and optimization of public benefit of rural communities in theprocess of the rural community governance.This paper used the game analysis methods to analyze the mutual interests’ game inthe diverse subjects of the rural community, using Analytic Network Process (ANP) torecord and calculate the results of the interests’ game analysis in the diverse subjects ofthe rural community. The super matrix was calculated by the Super Decision software,and then to obtain the weight of each indicator. After further analysis, this paper drewthe conclusion: four stakeholders’ impact on the rural community governance is rankedin the following order: government, citizen, society and market. This paper calculatedthe weight rank of14indexes by the further research. And furthermore, this papercalculated the index weight data by using SPSS software to do the clustering analysis,and all of the indicators were divided into four categories in accordance with the degreeof impact on the rural community governance. The order of four dimensions of impact indicators was: firstly, the local government executive. The second category includedcivil capacity, government policies, and social organizations. The third categoryincluded citizenship, civil rights, social capital. The fourth category included civicmoral responsibility, government propaganda, laws and regulations, enterprises, marketpatency, rural economic level, cultural.This paper gave five areas of policy recommendations based on the finalconclusions. It mainly included the following aspects: local governments, civil societyorganizations, government policy and decision-making, citizen body (includingcitizenship, civic competence, and community civic rights), the rural community ofmodern civil society capital.This paper believed that we must clarify the basic relationship and interactivecontact between state and society and the relationship between the government andfarmers in transition, in order to explore the breakthrough of the rural communitygovernance in China, and to promote the rural community residents into the moderncitizen transformation, thus achieving the reasonable adjustments of the relationshipbetween state and society, as well as the transformation of traditional society into themodern citizen society.
