Research On Promoting The Modernization Of Rural Governance Under The Background Of Digitalization

The modernization of rural governance is an important guarantee for rural revitalization and an important aspect of the modernization of national governance.Since the 18 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has made a series of strategic decisions in the face of unprecedented changes in the world in a century and new situations and problems in rural development in China.It advocates the combination of digital technology to innovate governance means,promote the digital transformation of rural governance and other aspects of rural work,and comprehensively strengthen and promote the modernization of rural governance.Deeply studying the modernization of rural governance in the context of digitalization can not only provide theoretical guidance for the modernization of rural governance in the new development stage,but also help to find an effective way to realize the modernization of rural governance in combination with practical problems,and effectively strengthen and improve rural governance.With the theme of promoting the modernization of rural governance in the digital context,this paper starts with clarifying the relevant concepts of the modernization of rural governance,and successively discusses the goal orientation,significance,theoretical basis,practical basis,development status and countermeasures of promoting the modernization of rural governance in the digital context.The article mainly analyzes and studies from the following four aspects:First,explain and summarize the concept,goal and significance of promoting the modernization of rural governance in the digital context.This paper starts with clarifying the core concepts of rural governance modernization,analyzes the goal orientation of promoting rural governance modernization under the digital background,and further summarizes the significance of promoting rural governance modernization under the digital background.Second,deeply explore the theoretical and practical basis for promoting the modernization of rural governance under the digital background.This paper is based on the theories of classical Marxist writers,the main leaders of the CPC,excellent traditional Chinese culture and western academic circles on rural governance and scientific and technological innovation,combined with the trend of global digital development,the new requirements of modernization of national governance and the promotion of agricultural and rural modernization for promoting the modernization of rural governance,deeply analyzes the practical basis for promoting the modernization of rural governance under the digital background.Third,analyze and summarize the development status of promoting the modernization of rural governance under the digital background.Based on the development reality of rural governance in China,this paper objectively summarizes the main achievements of promoting the modernization of rural governance under the digital background,systematically analyzes the problems existing in the process of promoting the modernization of rural governance,such as basic security,grass-roots party organization construction,talent support,financial support and legal supervision and security,and deeply analyzes the causes of the problems.Fourth,put forward countermeasures and advice to give impetus to the modernization of rural governance in the context of digitalization.The first is to build the material foundation of rural digital governance,the second is to adhere to the Party building as the guide to promote the innovation of rural governance model,the third is to consolidate the support of rural governance modernization talents,and the fourth is to strengthen the financial support and legal supervision of rural governance modernization.
