Research On The Evaluation And Promotion Strategy Of Public Satisfaction With Government Services In T District Of C City Under The Background Of "Delegating-Regulation-Service" Reform

This paper focuses on the reform of "delegating-regulation-service" being explored by local governments at all levels,takes T District of C City as the object of empirical research,takes the new public service theory and customer satisfaction theory as the theoretical basis,adopts analytic hierarchy process,expert investigation method,fuzzy comprehensive evaluation method and other methods.To build a public satisfaction index system to measure the level of government services,evaluate the level of public satisfaction with government services in T District of C City,analyze the main problems existing in government services in T District of C City and improve the strategy of public satisfaction,so as to provide some reference for promoting the improvement of the reform level of government services in T District of C City.The main contents and conclusions are as follows:1.By sorting out the classic satisfaction index models at home and abroad and referring to the research results of relevant scholars on public satisfaction,combining the public sector and local reality in China,the government service public satisfaction evaluation model of T District in C City is constructed;By using analytic hierarchy process(AHP)and pre-survey,6first-level indicators and their corresponding 20 second-level indicators of public satisfaction of government affairs service in T District of C City were screened out,and an evaluation index system of public satisfaction of government affairs service in T District of C City was established.Using expert investigation method,the importance judgment matrix is constructed to determine the weight of each index.Taking the questionnaire of public satisfaction of government affairs service in T District of C City as empirical data,the fuzzy comprehensive evaluation method is used to evaluate the public satisfaction level of government affairs service in T District of C City.The results show that the comprehensive score is 64.57,that is,the overall level is between "general" and "good".2.Based on the evaluation and interview results,there are still outstanding problems in government services in T District of C City,such as lack of ideological attention,the concept of serving the people is not firmly established,departments are not coordinated enough,reform is lagging behind,there are information barriers,the promotion and application of "Internet plus government services" is not high,the supervision mechanism is not mature,the channel is relatively single.3.In view of the main problems existing in government affairs service in T District of C City,it is proposed that the public satisfaction level of government affairs service in T District of C City can be improved by strengthening the construction of government affairs service system,optimizing the way of government affairs service,promoting the reform in key areas,strengthening the training of government affairs service business,and enriching the supervision measures of government affairs service.
