| Food safety is the basic demand of the people’s ever-growing needs for a better life,and it is an important part of the implementation of the Healthy China strategy.The food safety supervision system is changing from the "single governance" mode in which the government is absolutely dominant to the "multiple governance" mode in which a variety of social governance subjects participate.The special existence of professional complaints in the field of food safety has a positive effect on improving the efficiency of food safety governance.Such as “Rectify government failure”,“Force enterprises to fulfill their responsibilities” and “Trigger ‘The Catfish Effect’”.Therefore,the professional complaints are incorporated into the multiple governance subjects innovatively in this study as the subject of research.On the other side,there are significant negative effects in the process of participating in food safety governance,“professional”,“organized” and “profit-seeking”.Bring trouble to the work of market supervision and administration department.Perplex market economic order which was harmonious and stable.Lower the social moral level.The evaluation of this group from all walks of life is mixed.It is a burning problem needed to be settled to Administration for Market Regulation,how to regulate behavior of the professional complaints,guide them to develop proper,expand the positive effect and curb negative effect in the food safety governance.Firstly,this study sorts out the existing research results of professional complaints,reviews the origin and development process of them,and expounds the current legal path of their participation in governance,in order to form a comprehensive understanding of professional complaints.Secondly,this study is based on the practical working of the Administration for Market Regulation in handling the complaints and reports of professional complainants.Some representative typical cases of professional complaints were selected from production,circulation,and network platform,explain the current situation,sum up the characteristics of professional complainants.There are some problems in the process of professional complainants participating in food safety governance.Thirdly,seek the causes of the problems from legal environment,coupling mechanism and development process.Finally,put forward the suggestions and measures,such as “improve the laws and regulations”,“improve the coupling mechanism”,and “standardize and guide the development”.Explore a path that is suitable for professional complainants to participate in food safety governance and in line with China’s national conditions. |
