Since entering the 21 st century,with the support of emerging technologies such as the Internet,e-commerce,and cloud computing,China’s express delivery industry has shown a strong development momentum.While serving the people and benefiting them,the express delivery industry plays a significant role in driving national consumption,stimulating economic growth,and promoting labor employment.It has become an indispensable and important force in the economic development of various regions.For this reason,the CPC Central Committee and the State Council attached great importance to it.In the report to the Twentieth National Congress of the Communist Party of China,it was clearly proposed that we should "take the promotion of high-quality development as the theme,organically combine the implementation of the strategy of expanding domestic demand with the deepening of supply side structural reform,and enhance the endogenous power and reliability of the domestic systemic circulation",which pointed out the way forward for promoting high-quality development of the express industry.However,due to the impact of the economic situation and the fact that the express delivery industry has entered a period of adjustment,it has also encountered many problems in its development.The phenomenon of lost and damaged parcels often occurs,and citizen information leakage is widely criticized by various sectors of society.The existence of these problems not only reflects the urgent need to improve the service quality of the express delivery industry,but also reflects the many shortcomings and weaknesses in government regulation.Therefore,how to strengthen government regulation of the express delivery industry is not only a necessary measure to implement the spirit of the 20 th National Congress of the Communist Party of China,but also a necessary path to promote the healthy development of the industry.After in-depth consideration of the above issues,this article takes S city as the starting point,comprehensively applies regulatory failure theory,government regulation theory,and information asymmetry theory,analyzes the government regulatory measures and effectiveness of the express delivery industry in the city,deeply analyzes the shortcomings in regulatory standards,regulatory subjects,regulatory objects,government regulatory concepts,information disclosure mechanisms,and other aspects,and proposes a sound legal system for the express delivery industry based on actual situations Suggestions for improving the government supervision and management system of the express delivery industry,improving the admission and exit system of the express delivery market,and improving the industry self-discipline mechanism.This is also the focus of the entire article,hoping to make the government regulation of the express delivery industry in S city more practical and operational through these measures,and truly realize the legislative intention of this system.The innovation of this article is to take the government supervision of the express delivery industry in S city as the starting point,combine public service theory and governance theory,and based on the perspectives of postal management,public security,market supervision,industry associations and other departments,conduct in-depth research on the problems encountered in government supervision of the express delivery industry and propose countermeasures and suggestions.The problems and shortcomings of government regulation in the express delivery industry have also been presented in other regions of the country.Therefore,the research conclusions of this article also have reference value for improving government regulation in the express delivery industry in other regions.
