| General Secretary Xi Jinping proposed the strategy of rural revitalization in the report of the 19 th National Congress of the Communist Party of China.The implementation of the rural revitalization strategy is an inevitable requirement for resolving the major social contradictions in China in the new era and realizing the "two hundred years" goal and the great rejuvenation of the Chinese nation.The key to rural revitalization is talent revitalisation.However,the revitalization of rural talent is facing a dilemma,which seriously restricts the implementation and effectiveness of rural revitalization policies.In order to promote rural talent revitalization,party committees and governments at all levels including the central,provincial,municipal,and county levels have issued corresponding talent policies.However,there is still a large gap between the policy effect and expectations,and the revitalization of rural talent still faces many challenges.In order to crack the dilemma of rural talent revitalization,this article takes W County as an example for research.This article comprehensively uses push-pull theory,demand hierarchy theory,and two-factor theory.With the methods of literature review and interview.Starting from the current situation and the dilemma of rural talents revitalization in County W,analyzes the reasons for the dilemma of rural talent revitalization and proposes corresponding governance paths.The reasons for the dilemma of rural talent revitalization are multifaceted.First,with the development of urban-rural dualism,allocation of public resources between urban and rural areas is uneven and the gap between urban and rural values is difficult to eliminate,thus,cities have strong siphon effects on rural talents.Second,the targeted talent policies are weak in attracting talents.Third,the excavation and use of rural talent resources is not sufficient,and the value of talent is difficult to be fully reflected.The core of revitalizing rural talents is to promote rural development.Therefore,the standard for rural talent revitalization should not be measured by the number of talents,nor should it only focus on talent introduction.Rather,it should match suitable talents with the needs of rural development.In recent years,the State has attached great importance to the work of the "three rural areas" and has equipped rural areas with a considerable amount of talents.To solve the current talent dilemma in rural areas,a change of mindset is needed.The focus of rural talent revitalization should be on exploring and fully utilizing existing talents.Specifically,improvement can be made in the following three aspects.The first aspect is to strengthen top-level design based on the needs of rural development.At the same time,it is necessary to establish a talent information platform at the county level to coordinate the county’s talent resources.The second aspect is to integrate advantageous resources at the county level and provide better services for rural talents.At the same time,optimize training and education models such as skill training and vocational education,and continuously develop rural talents.The third aspect is to reshape the assessment system,reduce formalism,unleash the vitality of talents,while at the same time,enhance the level of incentives and stimulate talent motivation.By revitalizing county-level talent resources,the level of the rural workforce will be significantly improved,rural talent dilemma will be alleviated,and rural revitalization will be achieved. |
