As a major deployment of the 19 th National Congress of the Communist Party of China and a significant historical task of building a well-off society in an all-round way and building a socialist modern country,implementing the strategy of village revitalization has brought new opportunities for China's work about agriculture,rural areas and peasantry in the new era and composed a new chapter for comprehensive rural revitalization.The key to realizing the rural revitalization is to get people fully involved.Rural talents are the builders of the countryside,the booster of rural economic development,and the leader of farmers.The Party Central Committee and the State Council have long attached great importance to the work of agricultural and rural talents,and have issued a series of related policies.General Secretary Xi Jinping has also repeatedly emphasized that the key to the vitality of rural development is to promote the revitalization of talents.Chinese scholars agree that in order to implement rural revitalization,the problem of bottleneck constraints of talents must be solved,and scholars have been actively exploring the theory and practice of the construction of rural talents in China,thus they have accumulated rich experience.However,at present,there are still some problems in the construction of the rural talent team in China.For example,it is difficult to retain talents,introduce talents,cultivate talents and manage talents.Above are still the outstanding shortcomings that restrict the construction of rural talent teams.In this regard,we should focus on the development and cultivation of talents at multiple levels and perspectives,implement a more active,open,and effective talent policy,improve and innovate the talent training mechanism,and provide guarantee and support for the implementation of rural revitalization strategy.It is an important issue that we are faced with.This article takes the problems lying in the construction of rural talents of County A in Sichuan province as the research object.County A in Sichuan Province is located in the strategic confluence area of the Yangtze River Economic Belt and Chengdu-Chongqing City Cluster,and lies in the hinterland of Chengdu,Chongqing,and Xian Economic Zones.In recent years,with the implementation of the Damei Park city strategy along the Jialing River,the county's revitalization strategy has been continuously promoted,and it has ushered in a good opportunity for revitalization.In October 2016,the county removed the title of Poor County.Through field surveys and related data analysis,this paper discusses the current situation of rural talentsconstruction in County A under the background of rural revitalization strategy,analyzes the problems,combines the new situation and new requirements and puts forward countermeasures and suggestions for the construction of rural talent team.This paper includes six chapters.Chapter one introduces the background and the goal,the present researches at home and abroad,the research contents and methods and the difficulty of the research.Chapter two explains the connotation of the Rural Revitalization Strategy and Rural Talents,and then classifies the rural talents and expounds the theoretical basis of this study.Chapter three elaborates on the necessity of rural talent team construction and the new requirements of rural talent team construction from the perspective of rural revitalization.Chapter four analyzes the overall situation of rural talent team in County A from various aspects and talks about the main methods and achievements of rural talent team construction in recent years.Chapter five discusses the main problems existing in the construction of rural talent team,and analyzes the cause of its formation.Chapter six aims at analyzing problems and causes,and then puts forward countermeasures and suggestions for further strengthening the construction of rural talent team.The results of this study show that,in recent years,County A has continued to strengthen its understanding of the importance of rural talents through measures such as defining the goal of rural talent team construction,strengthening organizational leadership,optimizing the development environment and relying on five major models.The total quantities of rural talents,overall quality and development environment have been improved.However,there are still many problems in the construction of rural talent team,including: insufficient quantity,unreasonable talent structure,low educational quality,lack of pertinence,initiative and flexibility in the construction work,and difficulty in adapting the training model to the demand of rural revitalization.The reasons lie in the obstacles of the dual structure of urban and rural areas,financial constraints at the county level,imperfect public service systems,and non-professional and non-scientific management.Therefore,it is proposed to further strengthen the construction of rural talent teams and serve the rural revitalization by further clarifying the thinking of talent work,establishing the concept of scientific talents,optimizing the development environment of talents,optimizing the organization and management pattern,improving the education and training system,and breaking down the institutional and institutional barriers.
