Study On The Formation Logic And Relief Mechanism Of The Burden Of Village Cadres

As a bridge between the grass-roots government and the villagers,village cadres play an important role.However,few people pay attention to the current situation of village cadres with busy work,heavy tasks and thousands of needles.After the country identified 2019 as the "year of grass-roots burden reduction",the grass-roots burden began to become the focus of theoretical circles.And all localities have also begun to promulgate various load reduction policies and carry out special rectification tasks,and achieved certain results.However,some scholars still put forward that the burden of village cadres has not been reduced,but "the more reduced,the heavier",which can not help but arouse people’s thinking.Where does the burden of village cadres come from,what is its essence,what is the logic of the formation of the burden of village cadres,and what factors affect the formation of the burden? These are unavoidable problems in reducing the burden.For some deep and substantive levels,the academic community has not conducted a systematic and positive discussion on them.Some mainstream views attribute the source of the burden of village cadres to factors such as formalism,bureaucracy,sense of responsibility and party spirit cultivation,most of which are "style concept theory".This paper holds that although these views can explain the burden of village cadres to a certain extent,they can not systematically explain the above confusion.Based on the theory of rural governance modernization,this paper puts forward the logical theoretical analysis framework of the burden generation of village cadres.The conclusion is that under the background of rural governance modernization,the burden of village cadres is affected by three aspects: bureaucratic organization structure,local rules and villagers’ needs in the process of governance,and the technicalization of governance methods;At present,the burden of village cadres is a kind of abnormal burden,which will not be relieved with the end of a certain stage,but will continue to exist with the advancement of modernization;The burden of village cadres includes both the external burden imposed by the national administrative system from top to bottom and the endogenous burden imposed by the village from bottom to top;There are both formal and structural burdens;The burden of village cadres is not all pressure.In some cases,it can also become a driving force.Specifically,this paper holds that the burden of village cadres is not only the formalist burden and bureaucratic burden designated by the academic circles.Its burden is more deep-seated logic,that is,under the background of the construction of modern state power,it is not only necessary to complete the central work handed down by the top-down bureaucratic organizations,but also to serve the interests of villagers and villagers in rural governance.In this way,village cadres are faced with the fragmentation of village level organizations,the friction between administrative rational rules and local perceptual rules Under the technological governance,the village cadres’ blind work is squeezed up and down.The squeezing burden of village cadres is the result of the interaction between the modernization of rural governance and local conservatism required by the state.Informal politics should be used to resolve the structural burden;Defuse the technical burden through the guidance of Party construction;Formulate the policy of village cadres to be professionalized,improve the governance ability of village cadres,free village cadres from the technical "blindness",formalism and institutional pressure,stimulate the endogenous governance ability of rural governance,and further promote rural revitalization.
