| In essence,the demolition and resettlement community belongs to a transitional type of community,which is significantly different from the community composed of commercial housing.There are widespread governance dilemmas in resettlement communities,such as poor connection of management systems,complex and diverse population structures,and low levels of residents’ autonomy.The majority of residents are farmers who are relocated,with generally low cultural literacy,a lack of recognition for community management and maintenance,and a low willingness to pay property management fees,resulting in a shortage of community funds and ineffective management protection.Due to the lack of management,corresponding management measures are also virtually non-existent and difficult to implement,resulting in a series of governance challenges.Therefore,it is extremely urgent to explore an effective path suitable for solving the existing problems in the resettlement community.Based on the definition of the concepts of resettlement community,micro-governance,and community governance,using the three theoretical principles of community governance theory,new public service theory and voluntary cooperative behavior theory,this paper selects Rulinxiyuan Community as research object,and summarizes the achievements of micro-governance practices for buildings in this community,deeply analyze the problems and specific reasons that arise during the practical operation process,and propose corresponding measures to further improve the micro-governance plan for buildings,with a view to explore a universal governance path for resettlement communities.The full text consists of seven chapters.The first and second chapters are the basic parts,which mainly describe the research background,significance,research status,and summarize the relevant concepts and theoretical basis.In Chapter three,the characteristics and governance difficulties of the resettlement community are summarized.Three characteristics of the resettlement community are extracted from the current situation of the resettlement community,and the governance challenges commonly encountered in the resettlement community are summarized from four aspects: planning and construction,daily governance,funding security,and social co-construction.The fourth chapter discusses the practice and effectiveness of micro-governance of buildings in the Rulinxiyuan Community,which focuses on the positive development of community governance through collecting micro-wishes,establishing micro-groups,innovating micro-projects,implementing micro-actions,constructing micro-networks,and conducting residents’ autonomy and co-governance in multiple channels and forms.Chapter five: Problems and causes of micro-governance of buildings in Rulinxiyuan Community.Through questionnaires,field research,and on-site interviews,the shortcomings and causes in the governance process are analyzed.Chapter six: Countermeasures for improving the effectiveness of building micro-governance,starting from the awareness of residents’ autonomy,public services,volunteer cultivation,publicity and guidance,and funding security,proposes effective improvement paths for existing problems,and further improves building microgovernance.Chapter seven: Research Outlook.Taking the Rulinxiyuan Community as an example,through the research on the micro-governance of its buildings,it aims to solve the governance problems of resettlement communities,achieve benign community governance,and provide a template for optimizing and improving the grass-roots community governance system. |
