With China's new urbanization process is in the stage of accelerating development,and more and more village courtyards in cities and towns have been transformed into housing communities,resulting in "village to house" communities.With the support of the government,"village to house" communities demolish and build villages,build houses,and transform the identity and governance of villagers.Different from rural areas and cities,a transitional new community is formed.The community of "village to house" is a unique and complicated community.The elderly in the community not only have the plight of the elderly in the countryside,but also have the difficulties in the life of the elderly in the city.There are more and more "village-to-house" communities in the outskirts of cities and towns and other areas,and the pension problem of the elderly people in "village-to-house" communities keeps emerging.It is necessary to solve and develop the pension service industry as soon as possible,innovate the pension mode,and develop the pension business by introducing the new model of community pension service.The 19 th national congress of the communist party of China(CPC)proposed to strengthen research on population development strategies,improve the social environment of filial piety and respect for the elderly,improve the old-age service system,actively deal with the problem of aging population,and promote the development of the old-age care industry.Therefore,it is of great significance to explore the community old-age service mechanism of "village to house".And collaborative governance theory is introduced into the home village changed the community endowment pattern can solve single subject endowment service supply is insufficient,can be integrated government,community and organization and social resources,give full play to the subject of multivariate supply power together,build a diversified pension service system,to meet the demand of the new age pension services more diversified development has important practical significance.This paper takes J "village to house" community as a case to summarize and analyze the elderly service problems in the construction process of "village to house" community.Mainly J in the community of the old man as the research object,through the consult literature material,questionnaire survey and semi-structured interviewmethods to know the community elderly life problems and needs,to support collaborative governance theory as the theoretical basis,understand the construction of community and community old people's basic living conditions,and organize grass-roots government to the community endowment service supply and J community elderly endowment service needs of the community.Through investigation and study found that current existing pension J community endowment service supply and demand imbalance,community elderly living alone,and happiness is low,the old man to the community and community endowment service identity,community workers less and lower overall quality is low,lack of the foundation of pension service facilities and so on,from the governance body,management means and management goals,and many other angles in-depth analysis of the cause of the problem,Finally,the paper proposes the path of "village to house" collaborative governance of community pension service from four aspects: clarifying the functional orientation of multiple subjects,improving the consultation and cooperation mechanism of community pension service,constructing the supervision and evaluation system of community pension service,and constructing the security mechanism of community pension service.
