E-government services in most developing countries are still in their infancy,and the effectiveness of e-government services depends on the intentions of governments and users.Since 2016,Mongolia has been gradually implementing e-government services.As part of this effort,the electronic payment system for government transactions is being operated by the Central Bank of Mongolia,and 21 state-owned and commercial banks are being linked to the system as participants to maintain cooperation.The system aims to achieve reliable,efficient,low-cost and fast government transactions for 3.2 million Mongolian citizens,with no time or space limitations.Since the introduction of the system,attention has been paid to the operational issues of the system to ensure that the interbank payment system for government transactions delivers government services quickly,efficiently and reliably across the country.However,with the increase of the number of deals,purpose and type of government,the interbank payment system technology perceived usefulness,perceived ease of use,perceived risk,trust,how system is to provide customers with comprehensive,relevant and detailed and complete information,as well as the system development team will be able to provide comprehensive services.From the perspective of system users,it is imperative to analyze and evaluate the acceptability and success of the technology.In this paper,the inter-bank government transaction payment system is taken as the research object,and the relevant experts and employees of all banks are taken as the system users.By integrating the technical acceptance model and the information system success model,a model is constructed to study the influencing factors of the system users’ usage intention.The purpose of this paper is to conduct theoretical and empirical analysis on the factors influencing the acceptance and success of the Mongolian inter-bank government transaction payment system,including perceived ease of use,perceived usefulness,trust,perceived risk,as well as the information quality and service quality,which are the key factors of the financial system.The research hypothesis of this paper is mainly based on the empirical model of influencing factors of users’ usage intention of Mongolian inter-bank government transaction payment system and the correlation research among influencing factors.During the study,sample data were collected and calculated using AMOS 26 and SPSS 26 software,and a total of 18 direct and indirect effect hypotheses were analyzed.The results show that 14 of the 18 direct and indirect impact hypotheses have been tested and 4 have been disproved.Therefore,when users of the Mongolian inter-bank government transaction payment system receive government service transactions through the system and process them in the local system,the information required by the system is accurate,relevant,well-structured,comprehensive and coherent,which greatly improves the user’s intention to use the system.In terms of mediating effect,information quality has the most significant mediating effect on perceived usefulness through perceived ease of use.As for why the unverified perceived risks in this study did not affect the users’ intention to use the Mongolian inter-bank government transaction payment system,further in-depth discussion is needed.Risk issues are often discussed together with information systems,especially in payment systems that perform financial operations.Therefore,the next step of this study is to further study and analyze the system risk.
