| In the context of the modernization of the country’s social governance capacity and system,as a rapidly developing voluntary service organization in social organizations,it has gradually received the attention of the country and society.How to make voluntary service organizations effectively participate in grass-roots social governance through institutionalized design and professional construction,bring volunteer service strength to grass-roots social governance,and promote the modernization of national governance system and capacity is the proposition of social governance reform and innovation.Li Zhilian,as the first volunteer service organization in Jiangxi Province to establish a public welfare party organization,has carried out many explorations in the practice of voluntary service participation in grass-roots social governance,and has also achieved fruitful results,which is of high research value.Through reviewing and combing the literature,this study takes Li Zhilian as a case study,combines with the specific practice of Li Zhilian,and according to the analysis framework of"embedding",puts forward the embedding relationship of four dimensions of political embedding,resource embedding,activity embedding and relationship embedding to evaluate the effectiveness of Li Zhilian’s embedding in grass-roots social governance.Through effectiveness analysis,the study found that in terms of political embeddedness,Li Zhilian has obtained political legitimacy(political identity)from the empowerment of authority,established a political trust relationship with authority,obtained political support,and has a high political embeddedness with grass-roots social governance,that is,Li Zhilian’s political embeddedness in grass-roots social governance shows effectiveness.In terms of resource embeddedness,the professionalism and efficiency of Lizhilian in resource mobilization,resource integration and resource utilization indicate that there is a high resource embeddedness between Lizhilian and grass-roots social governance,that is,Lizhilian’s resource embeddedness in grass-roots social governance shows effectiveness.In terms of activity embeddedness,Li Zhilian,based on its good ability to acquire autonomy,has given full play to its unique advantages in the activity,has achieved universal social recognition,and has a high activity embeddedness with grass-roots social governance,that is,Li Zhilian’s activity embeddedness in grass-roots social governance shows effectiveness.In terms of relationship embedding,Li Zhilian has established a "foothold feedback" relationship with the community,a "mutual aid mutual promotion" relationship with social workers,a"democratic decision-making self-management mutual achievement" relationship with volunteers,and a "mutual trust sustained" relationship with community residents,These collaborative and interactive relationships make the relationship between Li Zhilian and grass-roots social governance highly embedded,that is,the relationship between Li Zhilian and grass-roots social governance shows effectiveness.At the same time,the study found that Li Zhilian also faced the practical dilemma of insufficient policy support and shortage of organizational personnel in the process of embedding in grassroots social governance.Summarizing the research results of Li Zhilian’s "How to Be Effective",combined with the specific practical situation in China,and in response to the practical difficulties faced by Li Zhilian,this study proposes four paths to promote the effective embedding of voluntary service organizations into grassroots social governance:first,focus on adhering to grassroots party building to lead the development of voluntary service organizations:The second is to focus on improving the "five cooperative linkage" mechanism for grassroots social governance:Third,focus on guiding the innovation of activity methods of volunteer service organizations;Fourth,focus on optimizing policy support for voluntary service organizations.There are also some shortcomings in this study.From the perspective of research methods,this study belongs to qualitative research,mainly using case study methods and structured interview methods.It is necessary to collect data through direct observation and interviews,and the conclusions may have certain subjective limitations.From the perspective of research focus,how voluntary service organizations are embedded in grassroots social governance is the focus of this study.However,due to the limitations of research methods,the results of this study may have some subjectivity.From the perspective of research difficulties,how to analyze the effectiveness of volunteer service organizations embedded in grassroots social governance is a major difficulty in this study.The indicators used to evaluate"effectiveness" actually have some duplication.At the same time,relevant specific evaluation indicators may also have significant limitations due to lack of reference,which to some extent has an impact on the scientific and normative nature of research conclusions.Future research can consider the embedded analysis framework proposed in this study from multiple perspectives,combining theory with broader practical cases,and improve and optimize the embedded analysis framework to better fit the relationship between voluntary service organizations and grassroots social governance. |
