Research On Rural Grassroots Governance In Jilin Province

Entering a new era,the main contradiction in our society has been transformed into a contradiction between the people’s growing need for a better life and unbalanced and inadequate development.Among them,the imbalance between urban and rural development and insufficient rural development are still the main social contradictions.From the proposal of the rural revitalization strategy at the 19 th National Congress of the Communist Party of China to the emphasis on promoting the modernization of the national governance system and governance capacity at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,rural grassroots governance,as an important construction content,has become the focus of resolving the main contradictions in rural society.General Secretary Xi Jinping pointed out at the 20 th National Congress of the Communist Party of China that "to build a modern socialist country in an all-round way,the most arduous and onerous task is still in the countryside",and the construction of livable and workable and beautiful countryside is an important link in building a modern socialist country,and rural grassroots governance has become the proper meaning of strengthening rural construction.In the journey of building a modern socialist country in an all-round way,rural grassroots governance is the focus of implementing "this arduous and arduous task".Jilin Province is a large agricultural province with a large number of villages and a large proportion of the rural population,and the situation it faces is even more complex and diverse.How to strengthen and innovate rural grassroots governance is a topic given by the times,and it is also an important part of adhering to the people-centered development thinking.Therefore,studying the current situation of rural grassroots governance in Jilin Province in the current period,looking for problems,analyzing the causes,and proposing countermeasures are the main directions of rural grassroots governance in Jilin Province at present and for a long time to come.The first chapter is an introduction,focusing on the research background and significance of the paper,introducing the research results of the current stage of rural grassroots governance from a multi-level perspective,and explaining the research ideas and research techniques.Chapter 2 defines the basic concepts of rural grassroots governance from the perspective of rural revitalization,expounds what is governance,grassroots social governance,and rural grassroots governance,and sorts out the theoretical achievements of different historical periods from classic Marxist writers to the sinicization of Marxism,in order to provide theoretical guidance for rural grassroots governance in Jilin Province in the new era.Chapter 3 introduces the achievements made by Jilin Province in exploring and developing a higher level of rural grassroots governance since the 18 th National Congress of the Communist Party of China,and introduces the main situation of the questionnaire.Chapter 4 introduces the existing problems in rural grassroots governance in Jilin Province at the current stage,mainly including: some rural grassroots party organizations do not play a role,the participation momentum of grassroots governance forces is insufficient,governance is weak,rural governance mechanisms are not perfect,and the level of rule of law in rural grassroots governance needs to be improved.The reasons for the existence of these problems are: insufficient endogenous motivation of rural grassroots party organizations,serious spillover of rural population,high mobility,the influence of the traditional governance system has not been eradicated,and the concept of governing the country according to law is not in place.Chapter 5 finds solutions to the problem: building a strong "fighting fortress",deepening the leading role of party building,building a new pattern of diversified grassroots governance talents,promoting the diversification of governance subjects,optimizing rural grassroots governance mechanisms,helping rural grassroots governance capabilities,implementing Xi Jinping Thought on the rule of law,and providing legal guarantees for rural grassroots governance.
