Research On The Improvement Of Community Public Service In "Village To Residence" In China

Since the reform and opening up,along with the gradual acceleration of the urbanization process and the rapid expansion of urban space,a large number of "village-to-residence" communities have emerged."Village changed" community rooted in the rural areas,has long been formed in the historical development of our country urban and rural dual system,since the third plenary session of the eighteenth "human-centered" is put forward a new type of urbanization construction overall thoughts,break the urban and rural dual system,the implementation of urban and rural integration become the home village changed the focus of the community construction,Through the reform of the household registration system and the promotion of equalization of basic public services,the government strives to make the rural residents who have been expropriated truly integrate into the cities,and enjoy the same treatment as the urban population in social security,medical care,education,pension and other basic public services,so as to realize the strategic goal of pursuing higher-quality urbanization development in China.This article takes the improvement of community public service of "village to residence" in China as the research,in order to make the current research on community governance of "village to residence" in China more perfect.This article focuses on the following contents:First of all,the research object and related theories are defined.This thesis tries to use literature research method,case analysis method and inductive analysis method to define the concept of community public service related to "village to residence" in accordance with China’s specific national conditions,and uses multiple governance theory,new public service theory,citizen governance theory and other related theories throughout the full text.Second,in understanding the "village changed" measures taken and the community public service,on the basis of success in macroscopic Angle analysis of the current our country the home village changed the community public service,the problems of community public service benefit is not complete,supply subject duty,the public service facilities operation lack of professionalism,lack of financial support and needs to improve the supervision system,etc.,According to the problems,the reasons are clarified and systematically sorted out,namely,the relevant policies and systems are not perfect,the role of the government is improperly defined,the investment subject is single,the construction of community public service professionals is insufficient,and the residents’ participation consciousness is weak.Thirdly,taking mature domestic pilot cities of "village to residence" community as examples,this thesis analyzes the concrete measures taken in community public services and summarizes their successful experiences.In the end,the home village changed on our community public ascension path choice,from improving the community public service system construction,the diversified development,community participation main body of public service,improve the level of specialization of community public service,broadening the community public service channels of funding sources,improve the supervision of community public service point of view,It also puts forward some detailed strategies to improve the public service of "village to residence" community in China.
