Problems And Countermeasures In The Supply Of Home Care Service In Suzhou Urban Community

The Outline of the National 14 th Five-Year Plan and the Long-Range Goals for 2035 regards the improvement of the elderly care service system and the active response to population aging as one of the national strategies,providing an action guide for the development of elderly care services in the new era in China.Suzhou officially entered the aging society in 1982,18 years earlier than the whole country,and it is one of the cities that entered the aging society first in China.The aging of population has become the biggest reality of the population development of Suzhou.Suzhou Industrial Park was established in 1994 with the approval of The State Council.After 28 years of development and construction,great achievements have been made in economic construction as well as in various livelihood undertakings.With the retirement of the first-generation park builders in succession,the park will soon face a wave of the aging population,showing the trend of progressive increase.It is thus imperative to explore and build a more complete home care service system to meet the growing pension needs of residents.With the D community of Suzhou Industrial Park as an example,an in-depth analysis is conducted in this paper as to the problems arising from the supply of home care service in the urban community through literature retrieval,questionnaire survey,and field interview.It is found that there are some problems facing the current supply of Suzhou urban community home care service,such as an unbalanced service supply and demand structure,narrow scope of service guarantee,a low level of professional service,and the insufficient participation of service forces.Based on the study of public goods theory,welfare pluralism theory,and the active aging theory,the causes of the above problems are summarized as the absence of an effective two-way expression mechanism,the flawed service policy system,the insufficient supply of service talents,and the incomplete integration of service resources.Furthermore,allowing for the regional characteristics of Suzhou,such as regional tradition,population structure,and cultural connotation,targeted countermeasures are put forward for the construction of the community home care service system.Firstly,it is necessary to pay close attention to combining supply and demand and improving functions of the elderly service.Secondly,it is essential to increase policy support and expand the coverage of elderly care services.Thirdly,it is significant to improve the mechanism of team training and the quality of elderly care service.Fourthly,it is necessary to strengthen the integration of service resources and build an old-age support network.The above measures provide reference for local governments and relevant departments to improve the policy framework and action plan of home care.
