| With the development of rural economy and the transformation of rural society,farmers’ interest demands are increasing,and rural development issues are increasingly concerned.How to achieve effective rural governance has always been a hot issue in academic research.Guangxi’s "one group and two sessions" consultative autonomy model began in Guigang rural areas,which originated from the practical innovation of the masses to solve practical problems,resolve conflicts and meet practical needs.It is a widely representative and practical rural grass-roots deliberative democracy model with the participation of multiple subjects.The autonomy model effectively mobilized the enthusiasm of villagers to participate in governance,and achieved good results in rural grass-roots social governance and was popularized in Guangxi.On the basis of combing the formation,operation mechanism and governance effect of "one group and two sessions" negotiation autonomy,taking Zhongliang Village in the beautiful south of Nanning as an example,this paper conducts on-the-spot investigation on the practice of "one group and two sessions" negotiation autonomy,analyzes specific cases through interviews,work logs,images and other data,and finds that there are still some problems in the operation process of "one group and two sessions" negotiation autonomy mode,such as the ability of the negotiating subject is weak,insufficient standardization of system,limited participation,weak consensus foundation of interests and so on.Finally,combined with relevant theories and domestic practical experience,from four aspects: strengthening the standardization of subject construction system,cultivating consultation culture and expanding interest consensus,this paper puts forward the path of perfecting the consultative autonomy of "one group and two sessions",better realizing effective rural governance in practice,helping grassroots governance and rural grassroots consultative democracy construction,and providing case analysis for the promotion of innovative practice of "one group and two sessions" consultative autonomy. |
