Study On Countermeasures For Constructing Urban Comprehensive Disaster Reduction Demonstration Communities

Disasters are an important factor affecting the safety of people's lives and property and socio-economic development.The community is the basic unit of society.When a city is affected by a disaster,the residents of the community are not only the direct recipients of the disaster,but also the main body to fight the disaster.Therefore,it is of great significance to establish a comprehensive disaster reduction demonstration community.This article first explains the concept of community-wide disaster reduction,and then describes the types and characteristics of disasters in Nanchang.Based on the field investigation,the status quo of the establishment of the Nanchang Comprehensive Disaster Reduction Model Community was summarized,and the problems and causes in the comprehensive disaster reduction were analyzed in depth,and then reasonable suggestions were made to solve the problems in the comprehensive disaster reduction in the community.The current problems of Nanchang community comprehensive disaster reduction are mainly due to:the disaster prevention planning needs to be improved,the policy system is not perfect,the scope of high-tech applications is limited,the government does not pay enough attention to community disaster prevention and reduction,the implementation of the regulatory system is relatively lagging,and citizen participation in prevention Issues such as low enthusiasm for disaster reduction and mitigation,and in-depth analysis of the reasons for the problems are mainly the government offside is still missing,the regional coordination mechanism for comprehensive disaster reduction is lacking,and the participation of all parties in the community is "difficult".Based on the analysis of the existing problems and reasons for the establishment of the Nanchang Comprehensive Disaster Reduction Demonstration Community,in response to these problems and combining the beneficial experience of the "National Comprehensive Disaster Reduction Demonstration Community",the application of crisis management theory,holistic governance theory,and multi-center governance theory,In order to better create a demonstration community for disaster prevention and mitigation,this paper proposes countermeasures:improving the comprehensive disaster reduction policy system,promoting the joint sharing of comprehensive disaster reduction,and widely guiding the participation of social forces,with a view to improving Nanchang City Comprehensive community disaster reduction.
