Research On Problems And Countermeasures Of Real Estate Registration Management In Z City

On March 23,2021,General Secretary Xi Jinping visited the Real Estate Registration and Transaction Center in Shaxian County,Sanming City,Fujian Province for investigation.General Secretary Xi Jinping asked local people and staff about the real estate registration and the transfer and transaction of collective forest land management rights in detail and pointed out that it is very meaningful to explore the reform of the real estate registration system.We should adhere to the right direction of reform and respect the initiative of the people.We will actively yet prudently promote institutional innovation in real estate rights.In the government work report on March 5,2023,it was mentioned to promote the integration of government services,reduce various certification matters,accelerate the construction of digital government,and formulate and implement the optimization of the business environment.We made solid progress in reform and development,and completed the task of determining,registering,certifying and certifying contracted land.These measures of the national leaders and the government highlight the importance of the reform of real estate registration management and point out the direction of optimization and reform.With the continuous progress of new urbanization and the vigorous implementation of the rural revitalization strategy,registration is becoming more complex and facing more difficulties and challenges,which forces us to improve the level of management,always put the people at the top of our minds,and ensure the long-term development of real estate registration.From the perspective of public management,this paper applies the literature research method,questionnaire survey method,case analysis method and interview method to study the registration and management of real estate in Z City.According to the interview records and questionnaire survey results,it is found that there are problems such as insufficient software and hardware construction management level,business dependence on outsourcing and low public evaluation,lack of big data information sharing and cooperation,employee turnover and talent shortage.Based on the theories of service-oriented government and government process reengineering,this study analyzes the causes of the actual problems in registration management,and concludes that there is insufficient supervision at all levels,lack of overall planning for business,no leading unit for data sharing and technical obstacles,and no incentive and development mechanism for workers.Based on the process reengineering theory and the service-oriented government theory,this study proposes the following effective countermeasures and perfect countermeasures for a series of problems existing in the real estate registration management of Z city: coordinate the development level of each registration institution and apply advanced technology and equipment;Improve business supervision and implementation process reengineering;Building a government big data sharing platform and cooperation mechanism;Improve registration team management and establish incentive and development mechanism;We will improve the management system of registration agencies.In order to achieve Z city real estate registration standardization,standardized management.
