Education equity is an important way to promote social equity,talent flow and economic development,and the comprehensive reform of college entrance examination is undoubtedly an important measure to promote education equity.Since 2014,the comprehensive reform policy of the college entrance examination has been continuously deepened.By2022,a total of 29 provincial administrative regions have officially launched the comprehensive reform of the college entrance examination.This study takes this opportunity to study the laws of the diffusion of the comprehensive reform policy of the college entrance examination,focusing on "What are the space-time characteristics and dynamic mechanism of the diffusion of the comprehensive reform policy of the college entrance examination? What are the factors that affect its process?" "What are the problems in the process of the innovation and diffusion of the examination system? How to optimize it?" and other issues,trying to clarify the trend of the diffusion of the comprehensive reform policy of the college entrance examination in various provincial administrative regions,And the internal and external factors that affect the implementation of high comprehensive reform policies by local governments.First,collect and sort out the relevant news reports on the official government websites and the implementation of the comprehensive reform policy of the college entrance examination through the Internet,analyze the space-time characteristics and dynamic mechanism of the policy diffusion process in combination with the policy diffusion theory,and find that the comprehensive reform policy diffusion of the college entrance examination presents a "S-shaped" curve in time and the characteristics of slow first and then fast;In space,it presents the characteristics of from east to west,rapid in east and slow in west,and proximity effect;In terms of the dynamic mechanism of policy diffusion,the policy diffusion process of the comprehensive reform of the college entrance examination is dominated by the top-down vertical dynamic mechanism,supplemented by the horizontal dynamic mechanism of competition and learning.Secondly,collect and sort out the relevant data of the National Bureau of Statistics,combine the proximity relationship between the CNKI index and the provincial administrative regions,and analyze the influencing factors of the comprehensive reform policy diffusion of the college entrance examination through the event history analysis method based on logistic regression.The study found that the diffusion of the comprehensive reform policy of the college entrance examination is mainly affected by the proximity effect,and has a relatively obvious statistical correlation with CNKI’s academic attention,media attention,academic dissemination and other data.Although other factors have a correlation,they do not have statistical significance.Finally,based on the above analysis results,by summarizing and sorting out the policy text and the overall situation of policy diffusion of the comprehensive reform policy of the college entrance examination in each province,combining the space-time characteristics,diffusion mechanism and influencing factors of the comprehensive reform policy diffusion of the college entrance examination,the author analyzes the possible problems from the perspective of the government,and then puts forward relevant policy recommendations such as giving full play to the positive role of top-level design in innovation diffusion,strengthening local policy pilots,and building information communication fields,Provide decision-making support for the reform of the education system.
