Research On The Dynamic Mechanism Of Local Government Digital Refor

The digital reform of local governments is the key direction and core task to realize the modernization of China’s governance system and governance capacity.At present,there are not only regional differences in the digital reform of local governments in China,but also various obstacles and dilemmas.To promote the digital reform of local governments faster and better,it is urgent to correctly grasp the driving factors and driving mechanisms of local government digital reform,and start from the practice of digital reform to find out the promotion path.Based on "Literature Review-Analysis Framework and Research Hypothesis-Variable Measurement and Data Collection-Empirical Analysis and Result Discussion-Research Conclusions and Policy Recommendations",this study conducts theoretical discussion and empirical investigation on the dynamic factors,dynamic mechanism and implementation path of digital reform of county governments in Guizhou Province based on the practice of digital reform in Guizhou Province,and the main research results are as follows:(1)The driving factors of government digital reform at the county level in Guizhou Province were investigated.Based on the theory of organizational change,it is clarified that there are three types of driving forces for local government digital reform: situational power,trigger power,and enabling power.Starting from theory,combined with the practice of digital reform in Guizhou Province and relevant literature,it clarifies the situational dynamics,including change pressure and efficiency dilemmas.Trigger drivers include public demand,high promotion;Enabling forces include alignment of goals and process synergy.(2)The digital reform of government at the county level in Guizhou Province was measured.Based on the conceptual connotation of government digital reform and the existing relevant research,this study constructs the measurement indicators of local government digital reform from the two dimensions of behavior and outcome,and uses questionnaire survey to collect data to measure the level of digital reform in Guizhou Province.At present,the implementation progress and effectiveness of local government digital reform at the county level in Guizhou Province are at an upper middle level.The trigger force is relatively strong,followed by the enabling force,the situational power is relatively weak,and there is a regional imbalance.(3)The dynamic mechanism of government digital reform at the county level in Guizhou Province was examined.Based on the theory of organizational change,the analysis framework of local government digital reform is constructed,and the research hypothesis and conceptual model are proposed.The main path of the digital reform power mechanism of local governments in Guizhou Province is the situational dynamic influence,triggering power,and then the enabling power,and ultimately promote the digital reform of local governments.The dynamic mechanism for promoting reform begins with changes in the environment,which will cause new needs of the people,which are communicated to the government through many channels of public opinion,and the government formulates new reform plans and communicates them downward through restrictions and supervision,and finally the local government implements the reform plan.(4)It provides valuable policy suggestions for promoting the digital reform of local governments.In the overall operation stage of the dynamic mechanism,there are poor communication and insufficient motivation between the public and local governments,between higher and lower levels of government and between departments.These phenomena will affect the progress of reform measures and hinder the process of digital reform of local governments.Based on the empirical analysis results,this study analyzes the dynamic mechanism of government digital reform at the county level in Guizhou Province,and combines the actual needs of local governments and existing practices and experiences to put forward policy suggestions for local government digital reform.
