Research On Government Regulation Of The Standardized Development Of Maotai-flavor Liquor Industry In Guizhou Provinc

Maotai-fragrant liquor industry is a characteristic industry,a dominant industry and a leading industry in Guizhou Province,which is of great significance in stimulating regional economy,promoting local employment and realizing industrial integration.The development of industry will be influenced by both market and government forces.Both "market failure" and "government failure" will have a negative impact on the normative development of Maotai-fragrant liquor industry.This paper mainly studies how to optimize and correct government regulations for market failures in the development process of Maotai-fragrant liquor industry in Guizhou Province,such as "abuse of public concepts","arbitrary and disorderly management","vicious competition among operators" and "unqualified products flood the market".The Fifth Plenary Session of the19 th Central Committee of the Communist Party of China mentioned in its new discourse that "we should promote the efficient market and the effective government to better combine","the visible hand" of the government and the "invisible hand" of the market,only in this way can we better achieve the optimal allocation of production factors.Through on-the-spot investigation visit,wine companies involved in the development of maotai-flavor liquor industry,wine merchant,the relevant government departments,non-governmental organizations,consumers and industry experts to plural structured with the structured interview to obtain a large number of first-hand understanding of whole industry development,in the process of producing maotai-flavor liquor industry development and problems of the ills.Then using the tragedy of the Commons theory,information asymmetry theory,government regulation theory to analyze the nature and cause of the problem.Using the literature research,detailed combing phases and relevant government departments in recent years in2019-2022 of maotai-flavor liquor industry normative development of all kinds of behavior of rules and regulations,combined with industry development present situation to find out regulation is not strong enough,enough depth,measures are not allowed to be insufficient,to improve optimization of the specific,give more exact and precise regulation Suggestions.From the perspective of public management and public policy,there are few studies on the normative development of maotai-flavor liquor industry in Guizhou Province,or on the "intervention" of the normative development of maotai-flavor liquor industry in Guizhou province from the perspective of the government.Through the above research design,this paper does find that there are some problems in the government regulation in the development process of maotai-flavor liquor industry in Guizhou Province,such as insufficient forward-looking regulation,ineffective regulation intensity,inaccurate selection of regulation means,and lack of regulation mechanism.Therefore,from the perspective of the government,enterprises and consumers,this paper puts forward relevant suggestions on the government regulation of the maotai-flavor liquor industry in Guizhou Province: refine the regulation process and form the card-point supervision;Build a closed loop of regulation to achieve efficient law enforcement;Establish targeted regulation to solve specific problems systematically;Strengthen the intensity of regulation,cooperate with various forces strong supervision;Create regulation early warning to achieve forward-looking management and control.
