Research On The Causes And Countermeasures Of Corruption Among County Party Secretarie

Corruption is the result of using and capturing public power by individuals,which greatly undermines social fairness and justice,erodes the fruits of economic development,also seriously damages the image of the party and government among the masses,thus losing their authority in power gradually,leading to a difficult place of "the fall of the party and the country".In China,where the CPC is in power,the county level party committees are a key link in both the state power structure and the party’s organizational structure.They are the important foundation for developing the economy,maintaining stability,ensuring people’s livelihood,connecting with the masses,strengthening the leadership of the party,and promoting the long-term stability of the country.The secretaries of the county party committee have a “high position” in the local area,is "person in power" in a county.At the same time,the secretaries of the county party committee belong to the cadres in charge of the province.Some secretaries of the county party committee are also cadres at the department level.The concentration of power and resources in their hands makes their actual "power effect" surpass that of ordinary deputy department level cadres,even those at the head office level.Their positive image plays a high leading role in local officials and the masses.It is related to the formation of ethos in the areas under its jurisdiction,also to the purity of the local political ecology.However,due to the concentration of its "top leaders" power,together with the fact that the general municipal and county discipline inspection commissions do not have the authority to supervise,inspect,and investigate local county party secretaries,shortcomings exist in peer level supervision,and the provincial discipline inspection commissions with authority are far away from the county party secretaries,all of these result in a delay in the supervision of county party secretaries.When the serious corruption of county party secretaries is exposed,their influence on local politics and economy is usually huge,which may have an adverse impact on the image of the party and government.Therefore,in-depth discussion of the causes of corruption among county party secretaries,finding out the key links of corruption,and proposing corresponding prevention and control measures are of great significance for the local political ecology and improving the image of the party and government among the masses.Meanwhile,it also helps to implement accuracy and efficiency of corruption prevention and control,and provides important experience for the governance of corruption among officials at other levels.In addition,it is also of great significance to build a scientific and efficient anti-corruption system that "dare not corrupt,cannot corrupt,and does not want to corrupt.".Corruption governance is not a simple task,but a large and complex project,which is related to the overall development,and requires the joint efforts of party members,leading cadres,United Front,government officials and the people.In order to control the corruption of county party secretaries,we must have a scientific understanding of the corruption and the function of county party secretaries,and thoroughly analyze the forming factors and the course of behavior of the corruption of county party secretaries.Only by deep understanding and scientific analysis can we find out the root cause of corruption,and then we can find out the law of corruption and the way to control corruption.Therefore,on the basis of making reference to the academic achievements of the predecessors in corruption control,this paper systematically combs the concept and causes of corruption.First,the paper descriptively analyzes the forms of corruption for cases which violate the Six Disciplines and Eight-point Decision,combines with the 48 corruption samples obtained.Then encodes them by using the grounded theory.Finally,it constructs the corruption evolution mechanism model,which is composed of four main categories: supervision is not in place,the system is not perfect enough,the social reform,and the custom culture in the macroscopic aspect.As for the microcosmic aspect,it includes psychological change,lack of experience,and shortage for the moral character.Among them,the social reform is the total source of the gradual serious corruption since the reform and the opening up,the imperfect system provides the power for the county party secretary to seek benefits,and the inadequate supervision provides the opportunity for the County Party Secretary’s corruption,bad customs and culture further promote the county party secretary to corruption.Based on the model,the macrocosm and microcosm causes of official corruption are systematically explained,and the deep relationships among the influencing factors are fully revealed.At last,the article puts forward some pertinent suggestions on preventing and controlling the corruption of the county party secretary,mainly in deepening the system reform,strengthening the ideal and belief training,purifying the political environment strictly,reinforcing anti-corruption efforts continually,paying attention to the mental health of officials and other aspects of the system to put forward corresponding suggestions.
