The special weapons and tactics(SWAT)detachment of City A is a key construction public security special police force in China.It has participated in major tasks such as the 2008 Wenchuan earthquake relief and special campaigns to eliminate gangs and eliminate evil.It is a team with a glorious tradition and strong combat effectiveness.The SWAT teams is mainly used for ‘urgent,difficult,and dangerous’ tasks such as counter-terrorism,serious violent crimes,and sudden group incidents.It is the ‘last line of defense’ for social security and stability in a city.However,in recent years,facing the severe social security situation and the heavy police work brought about by social demands,the SWAT detachment of City A has experienced a lack of motivation and work enthusiasm,which affects the overall combat effectiveness.This paper uses a combination of literature research method,case-study method and questionnaires method to comprehensively analyze the incentive policies,specific operating methods,application of results,and incentive effects of the SWAT detachment of City A.Based on Maslow’s hierarchy of needs theory and other incentive theories,a questionnaire was conducted to understand the satisfaction of the SWAT detachment of City A with various incentive policies.The questionnaire found that there are several issues with current incentive policies,including: training formats and opportunities for job promotion,office conditions and police camp culture construction,performance incentives,salaries.By analyzing the causes of these problems and combining relevant incentive theories and excellent domestic and international experiences,a series of policy solutions will be proposed from the perspective of incentive policies.It is hoped that the above countermeasures can optimize the incentive policies for the SWAT detachment of City A to improve their work enthusiasm and creativity at this stage.
