Performance management was originally formed in business management and later gradually entered all walks of life. At the end of the20th century, performance management was introduced in China and gradually applied in government bodies. As a functional department of government bodies, China’s public security system started to introduce public security in the21st century. The application of performance management in public security system caters to the development trend. Besides, it is an inherent crying need to improve the fighting capacity of police officers and boost the service level of public security organ. Besides, it is an effective approach and positive trial to improve public security system group management and achieve the following:strictly manage the police, treat the police preferentially, improve the quality of the police and improve their work style.This paper takes Special Weapons And Tactics Teams of Public Security Bureau in Zengcheng City for example and adopts literature research method, survey method and comparative approach to study and analyze performance appraisal of the special police force on the basis of performance management theory and the theory of human resource development and management of public departments. In addition, this paper surmises and refers to domestic and foreign experience in performance appraisal for policemen and tries to actively implement performance appraisal system for the special policy force. Then, this paper analyzes and studies the effects and problems of the examination and evaluation system in order to seek a more rational and humanized benign competition platform with better operability which can better reflect actual work performance and then to explore a new direction of performance appraisal system for police officers.
