As an independently professional police classification and a cultivation base for special talents,Special Weapons and Tactics(i.e.S.W.A.T.)in China undertakes important functions on social management services such as anti-terrorist and emergency,maintenance of stability,and disaster relief.While satisfying social development and the public's demands,theories and practices of Special Weapons and Tactics could not meet with the demands on internal construction and development of Special Weapons and Tactics,which are mainly reflected on contradiction between demands of police officers' growth and deficiency of system construction,and failing of the functions on human resource management,resulting that efficiency of police force is low,and police officers' demands on occupation still need to be satisfied.The thesis will take Special Weapons and Tactics in Nanning Public Security Bureau for example,and adopt questionnaire to gain information and feedback of people's police on acknowledge of work,job involvement,and job satisfaction,and master quality and status of human resource management of Special Weapons and Tactics at current.According to data statistics of questionnaire,more than 70% team members are satisfied with their jobs,the whole team of talents suitable post and stability has a fundamental guarantee.However,specific aspects such as performance feedback,structure reinforcement,training system,and career management could be improved;the human resource management of public security police put forward the goal and direction.The thesis will adopt theoretical researches and combine practice demands to analyze the problems which generally exist in human resource management of Special Weapons and Tactics in China such as futile incentive mechanism,close career,and extensive talent management and their reasons;Taking advanced ideas and experience of China and foreign,and combining functional orientation and development status of Special Weapons and Tactics in China,the paper discusses thoughts of human resource management optimization for Special Weapons and Tactics from the perspectives of design,development and utilization,and guarantee and support for human resource matching,to realize organization goals such as person-post matching,talents selection,scientific motivation,human-oriented care.Combing demands of reality,the thesis will present imagines of system such that set up safeguard mechanism for talents matching,perfect standard work design,re-build feedback for job performance,and establish instructor team for Special Weapons and Tactics,to promote human resource management system construction for Special Weapons and Tactics and to drive Special Weapons and Tactics resources integration and benign development.
