The Research Of The Resident Participation In The Urban Community Governance

The 19^thsession of national congress of CPC pointed out that our principal social contradiction converted into“the contradiction between the people’s growing and cultural needs with the backwardness of social production”from“the contradiction between the people’s growing needs for the better life with the contradiction between unbalanced and inadequate development”,The new social constructive goals points out that construction of urban communities directly related to the basic direction of grass-roots democracy.Under the new area,background of urbanization,the practicality and feasibility of citizen participation in urban community governance will push up grass-roots democracy’s construction and complete social autonomy which open up expansive space and realizes great innovation of“community administration”to“community good-governance”.As an urban community transformed from a rural Chengdu’s community,Z community has been established for a relatively short time.Meanwhile,it takes into account the complex factors such as the concentration of farmers,the influx of foreign population,the permanent residence of school population etc.Which not only undertakes the pressure of urban development but also has the opportunity to promote national community governance and establish service innovation pilot moment.In this graduation thesis,through questionnaires,interviews and consult relevant information,the residents’participation behavior of Z community in Chengdu City was investigated.It analyzes the problems and challenges in the process of residents’participation in Z community,analyzes the causes of the problems affecting residents’participation from the perspective of community grassroots governance,finally,puts forward effective practical paths combined with the actual situation of residents’participation in Z community.This graduation thesis was divided into six parts.First,Introduction.This paper mainly introduces this research background,research objective,significance,research status at home and abroad,research ideas and methods,innovation and difficulties in the research.Second,definition of related concepts and theoretical basis.This paper mainly delimits the related concepts of urban community,community governance,residents’participation,it uses the governance theory,citizen participation theory and social capital theory as the theoretical basis of this paper.Third,investigation and analysis of the status quo of Z community residents in urban community governance.Through the distribution and collection of questionnaires,this paper makes a descriptive analysis on the participation forms,individuals,community organizations and social capital of residents in Z community and draws a conclusion.Fourth,the realistic dilemma of residents’participation in urban community governance.Based on investigations of the current situations,it is found that there are some problems such as the lag of community system,the imbalance of the development of participating organizations,the lack of attention of residents themselves and so on.Fifth,the causes of residents’participation dilemma in urban community governance.It includes the improper cooperation between the government and the community,the lack of effective response mechanism in the community and the inherent defects of residents’participation in themselves.Sixty,Improve the practice path of residents’participation in urban community governance.Through innovating the construction of residents’participation mechanism,building residents’participation platform,planning the power and function of residents’participation organizations,strengthening the construction of community autonomy,building residents’participation culture and cultivating modern residents.In order to explore the practice,initiative and feasibility of the self-occupied community with residents’participation as the main body,this paper puts forward constructive suggestions for urban community governance and grass-roots democratic development in China.
