| Since reform and opening up to the 15 th National Congress of the Communist Party of China,our country has changed from a single public ownership economy to the basic economic system with public ownership as the main body,and multiple forms of ownership economic relations developing together.In this process,China’s non-public economy has developed from scratch and its influence has grown from small to large.It has walked out of a road of socialism with Chinese characteristics and greatly improved people’s lives.This is a successful practice of the basic line in the primary stage of socialism and a fruitful outcome of reform and opening up.From the Third Plenary Session of the 11 th Central Committee to the 15 th National Congress of the Communist Party of China,the non-public sector of the economy continued to develop,fully releasing its inherent potential and promoting the development of the overall economy.At present,the non-public economy is still playing an important role and has become an indispensable force that can not be ignored in our economic and social development.Studying the development process and experience of the non-public sector from the Third Plenary Session of the Eleventh Central Committee to the 15 th National Congress of the Communist Party of China is not only conducive to unswervingly adhering to the basic economic system of "taking public ownership as the main body and the common development of various forms of ownership" in the new era,but also conducive to the sustainable healthy and stable development of the non-public sector of the economy.It is of great significance to continue to adhere to and improve our basic economic system today,guide the healthy development of the non-public economy,make it play a better market role and promote the high-quality development of the national economy.Under the guidance of Marxist theory,in line with the attitude of seeking truth from facts and keeping pace with The Times,on the basis of referring to the existing literature at home and abroad,using literature research,combining theory with practice and other research methods,this paper combs out the change of the understanding of the Communist Party of China on the non-public economy and the development process of the non-public economy in China.Then it sums up the experience of developing non-public economy in our country.The thesis consists of introduction,text and conclusion.The introduction part mainly discusses the research background and research significance,the current domestic and foreign research overview,research ideas and research methods,research key difficulties and innovation points of the paper.The text mainly includes three chapters: the first chapter,the Party’s understanding of the non-public economy before the reform and opening up.This chapter mainly expounds the evolution of the Party’s understanding of the non-public economy and the policies adopted towards the non-public economy from 1949 to 1978.Chapter two,the historical evolution of the non-public economy from the reform and opening up to the15 th National Congress.This chapter mainly discusses the development of the non-public sector of the Chinese economy from 1978 to 1997.This paper studies the development process of non-public economy from the policy adopted by the CPC Central Committee.The development course of the non-public economy from the reform and opening up to the 15 th National Congress of the CPC,It is divided into the recovery stage of the non-public sector of the economy(1978--1988),the adjustment stage of the Party to the non-public sector of the economy(1988--1992),the support and guidance stage of the party to the non-public sector of the economy(1992--1997)to explain the development process of the non-public sector of the economy.Chapter three,experience summary.By systematically combing the development course of the non-public economy from the Third Plenary Session of the Eleventh Central Committee to the 15 th National Congress,this paper sums up the experience of this stage’s development of non-public economy in our country: We always adhere to the leadership of the Party,adhere to the spirit of emancipating the mind,seeking truth from facts and keeping pace with The Times,fully understand and grasp the basic national conditions of China,maintain guidance and supervision over the non-public economy,adhere to the combination of theory and practice,maintain an open attitude to the achievements of human civilization,adhere to the opening to the outside world and actively integrate into the global economy.The conclusion part summarizes the whole text and reiterates the practical significance of studying the development course of non-public economy and summarizing experience. |
