Study On The Dynamic Relationship Between Urbanization、Social Security Expenditure And Urban-rural Development Gap

How to fully release the vitality of Rural Endogenous Development in the process of improving the quality of urbanization development,and form a balance between promoting economic development and maintaining social equity by optimizing the structure and level of social security expenditure is an urgent problem to be solved in the process of realizing the integrated development of urban and rural areas in China.This paper selects the panel data of 30 provinces in China from 2004 to 2019 as the empirical research sample,and constructs the panel vector autoregressive model(PVAR)to explore the dynamic response relationship between urbanization,social security expenditure and urban-rural development gap,as well as the dynamic impact difference between urbanization,social security expenditure and Urban-Rural Development gap in the two dimensions of economic development and social people’s livelihood.The results show that the effect of urbanization on the improvement of social security expenditure level will gradually weaken with time in the initial stage and maintain a relatively stable positive level in the later stage.The blind expansion of social security expenditure will even inhibit the development vitality of cities and towns themselves.In addition,the role of urbanization development and the improvement of social security expenditure in narrowing the gap between urban and rural development is mainly reflected in the gap between urban and rural social and people’s livelihood in the long run.The impact on the gap between urban and rural economic development is concentrated in the early stage of social development,and the development of agricultural industry is gradually weak.The widening gap between urban and rural areas has a strong inhibitory effect on the development of urbanization and the improvement of social security expenditure,among which the inhibitory effect of the gap between urban and rural social livelihood is more intense.Therefore,in order to realize the balanced and coordinated development of urban and rural areas,we should pay attention to improving the quality of urbanization development,give consideration to the balance between "security" and "flexibility" of social security expenditure,and pay attention to enhancing the development competitiveness of agricultural industry,so as to stimulate the overall development vitality of rural areas.
