It is of great significance of "overall planning for urban and rural economic and social development" because of the severe problem of "sannong" and the need for modernization of the agriculture and countryside. In term of it's transformation according to the process of urbanization, in this paper "overall planning for urban and rural economic and social development" will be studied on the background urbanization and it's theoretical basis will be analyzed and relevant solution be put forward. On the base of past research on the topic, such synthetic methods as theoretical analysis, empirical analysis, static analysis and dynamic analysis will be utilized in this paper. The framework that can generalize the law of movement in common of both cities and industries in space—agglomeration economics—has been found in this paper. The main causes of agglomeration economics are vertical division of production and knowledge spillovers. It propels the process of agglomeration of industry and urbanization. With the process of urbanization, the high efficiency of agriculture leads to the emergency of a great deal of surplus labor, in the other hand, there is demand for the transition of industry from rural area to urban area. The basic demand of optimizing the urban and rural industrial structure is to distribute industries in cities or countryside according to the orientation of distribution: high-technology industry, altitude-related industry should be distributed in cities and agriculture and excavation industry in countryside. The distribution of others is not ascertained yet. And the relationship between industries of cities and countryside should be enhanced. The flowing of production factors is very important for both urbanization and the optimizing the urban and rural industrial structure. So there should be reform of varieties of systems and complete factor market so that the flowing of production factors are smooth.
