Marxist theory reveals the fact that the historical inevitability of eliminating poverty and achieving common prosperity.The Communist Party of China regards the people’s yearning for a better life as its goal of struggle.After poverty alleviation and comprehensive construction of a moderately prosperous society,it is necessary to make long-term achievements in controlling relative poverty and promoting common prosperity.General Secretary Xi Jinping initiated the "precision poverty alleviation" in Hunan and exhorted that "the place where the initiative is initiated should be the first initiative".By the end of 2020,all 51 poverty-stricken counties in Hunan Province will be lifted out of poverty,and absolute poverty and regional overall poverty will be completely eliminated.However,the task of controlling relative poverty in rural Hunan is still arduous.The relative poverty in rural areas of Hunan Province is mainly manifested in the relatively low income level of rural residents,the relatively poor material living conditions of rural residents,the relative weakness of rural basic education and vocational and technical education,the relatively backward medical and health conditions in rural areas,and the relative lack of spiritual and cultural life of rural residents.The main reasons for the relative poverty in rural areas in Hunan Province are the weak foundation for rural industrial development,the lack of endogenous motivation of rural residents,the relatively backward level of rural public services,and the imperfect dynamic monitoring system of rural relative poverty.In view of the causes of rural relative poverty in Hunan Province,the governance measures are proposed: to build a long-term mechanism for farmers to increase their income steadily;to improve the level of public services in rural relatively poor areas;to enhance the self-development capacity of rural relatively poor areas;to improve the social security mechanism of rural relatively poor areas and to improve the dynamic monitoring mechanism for the governance of relative poverty in rural areas.
