With the rapid progress of our economy and society,the development concept of regional development is evolving,and the evaluation of the quality of regional development gradually changes from the simple economic index to the comprehensive level of well-being.How to effectively promote human development and improve regional human well-being to meet people’s evergrowing needs for a better life has become the new goal of economic and social development.Human capital is not only reflected in human skills,but also in culture,health and other aspects.Increasing investment in human capital can help people get more advanced education,better medical resources and higher income,so as to improve the development level of regional human well-being.In our country,development of education and medical treatment mainly rely on government support.As the important main body of public human capital investment,the government has great influence on the development of human well-being in the region.What is the impact of public human capital investment on regional human welfare development? What is the current state of human well-being in each region? How does this effect manifest itself in different regions? All these problems are worth further study.Firstly,this paper deals with the existing research and systematically sorts out the related research and theoretical knowledge of Chinese public human capital investment and human welfare development.Secondly,the present situation of public education and public health in Chinese eastern and western regions is analyzed from two angles of investment scale and investment structure.Then,based on the calculation method of the Human Development Index of the United Nations Development Programme(UNDP),the calculation framework of regional human well-being development was constructed from three dimensions of health and longevity,knowledge acquisition and decent life.The development level of human well-being in 30 provinces was determined from2007 to 2020,and the spatial differences were decomposed.The study found that despite the continuous improvement of the overall human well-being development level in the sample period,the inter-regional development differences were relatively large,showing the characteristics of strong development in the east and weak development in the west,and inter-regional differences have become the main source of regional human well-being development differences.Finally,based on the provincial panel data,the empirical test is conducted by using the spatial econometric model.At the national level,public education investment and public health investment are beneficial to improve human well-being,but there is regional heterogeneity,and the improvement effect of human well-being is more obvious in western regions.After considering spatial factors,it is found that investment in public education and public health can not only significantly improve local well-being,but also have a significant positive spillover effect on neighboring regions.Therefore,this study suggests to take human welfare as the core of development,narrow the human welfare development gap between regions,improve investment efficiency while increasing public human capital investment,promote the balanced development of different types of public human capital investment,and strive to improve the development level of regional human welfare through optimizing public human capital investment.
