Research On Public Service Supply In Panzhihua City In The Process Of New Urbanization

New-type urbanization is an important part of China’s modernization path and an inevitable choice to promote the great rejuvenation of the Chinese nation with Chinesestyle modernization.On the one hand,new urbanization promotes the improvement of public service level,and on the other hand,the improvement of public services promotes the development of new urbanization.The essence of new-type urbanization is people-oriented,and the ultimate goal is for more people to live a happy and beautiful life,which requires the government to assume more responsibilities,adhere to the simultaneous advancement of people’s livelihood services and urbanization,coordinate development,and provide higher quality and fairer public services.Therefore,in order to promote the high-quality development of new-type urbanization,we must find the right way to improve the public service supply capacity of local governments.Panzhihua City is rich in mineral resources,the largest steel,vanadium,titanium and energy base in western China,known as the "pearl of industry" and "cornucopia of rich world",is a typical resource-based city in China.Based on the theory of new public service and the theory of sustainable development,this paper comprehensively uses literature analysis method,comparative analysis method and other research methods,and conducts an in-depth investigation on the public service supply of Panzhihua City and surrounding cities in recent years by collecting and sorting out public service supply data in Panzhihua City and surrounding cities.The results show that in recent years,in the process of promoting people-centered new urbanization in Panzhihua City,the government service concept has been continuously enhanced and the service capacity has been continuously improved,which has effectively promoted the construction of public service systems such as education,medical and health,social security,culture and sports.However,due to the pressure of economic slowdown in the process of urban industrial upgrading and transformation and development,the improvement of government public service supply level has been slow,and there is still a certain gap between the requirements of new-type urbanization and the people’s expectations for a better life.Panzhihua City’s public services have outstanding problems such as insufficient total supply,imbalance of supply structure,and room for improvement of supply level,and the government’s fiscal responsibility is not in place,supply efficiency is not high,supply mechanism is not perfect,and talent bottleneck in the field of public service are the main causes.At the same time,this paper puts forward countermeasures and suggestions to improve the public service supply capacity of Panzhihua City in the process of new-type urbanization from the aspects of increasing financial investment in public services,deepening the reform of public service supply mode,improving the public service supply mechanism,and strengthening the construction of talent teams in the field of public services.
