| The biopharmaceutical industry is internationally recognized as a "neverfading sunrise industry" and is one of the fastest developing,most dynamic,and technologically advanced fields today.Since being included in the category of strategic emerging industries in 2010,the biopharmaceutical industry has experienced rapid development.In 2020,General Secretary Xi Jinping emphasized the need to focus development goals on fields such as biopharmaceuticals during a symposium on "solidly promoting the integrated development of the Yangtze River Delta."The current development of China’s biopharmaceutical industry innovation is relatively slow,and there are three problems with the use of biopharmaceutical industry policy tools.First,there is structural imbalance in the types and quantities of policies.Second,the continuity of policy effectiveness is insufficient.Third,there is a situation of effectiveness exclusion among policy tools.To alleviate the dilemma of the use of biopharmaceutical industry policy tools in China and support the development of national biopharmaceutical industry innovation,this study takes the 41 cities in the Yangtze River Delta region as the case study object.Using the crisp-set qualitative comparative analysis method,the combination effect of biopharmaceutical industry innovation policies in the Yangtze River Delta region is evaluated from a configurational perspective.Six high innovation performance policy combination paths and nine non-high innovation performance policy combination paths were empirically derived.Through the induction of their core conditions,the six high innovation performance policy paths were summarized into five high innovation performance policy modes.Meanwhile,two typical policy combination modes were identified for non-high innovation performance.Based on this,multiple policy combination paths were combined and analyzed with specific city cases,and policy suggestions were ultimately proposed to promote the development of high innovation performance paths in the Yangtze River Delta biopharmaceutical industry from the three core conditions of financial and tax support,target planning intensity,and industry standard intensity. |
