“Billions and thousands,all start from one.”The grassroots are the foundation of state governance.Therefore,the status and effectiveness of grassroots civil servants can significantly influence the ultimate effect of governing the country.At present,our country is at the crucial moment for building a moderately prosperous society,as the citizen demands for the public service increases,the working loading on civil servants becomes heavier,especially for civil servants at the grass-roots level.The problem of overburdened work has profoundly affected the work and life of grass-roots civil servants,and further affected the effectiveness and quality of grass-roots administration,eventually impaired the credibility of the government.To analyze and interpret current problem in both theoretical and practical way,the paper has selected 263 grass-roots civil servants in S City as main research objects.By investigating their burden existed in daily work,this paper studies the current situation and causes of occupational burdens of grass-roots civil servants,and explores ways to reduce the workload of grass-roots civil servants.The paper aims to motivate the enthusiasm and responsibility of the grass-root civil servants,ideally,to provide a solid guarantee of human resources for the development of the region.The paper includes the research background,research significance,relevant definitions,current research situation domestically and abroad,research tools and methodology.After analyzing six sources of working load(work itself,social role pressure,interpersonal relationships within the organization,career development,external environment,organizational structure and tendencies),for each dimension,the average point has exceeded 3.01(the pressure is classified as 5 level,1-3 is normal,3.01-5 is pressure zone),which suggests the overload situation appears in every dimension.The rankings were: career development(average 3.4),organizational structure and tendency(average 3.39),and external environment(average 3.32),work itself(average 3.30),social role(average 3.25),interpersonal relationships within the organization(mean value 3.21).Based on the empirical analysis and the interview records,the causes of the overload situation among the grass-roots civil servants canbe concluded as: complicated affairs,repeated meeting and paper work,excessive supervision,responsibility overwhelming the power,alienation of family relationship,evasion of working responsibility,low wages,unpromising promotion,interpersonal affairs,unfriendly public opinion,marriage problems of young people at the grass-roots level,sudden and temporary tasks,etc.By applying pressure system theory,the above situations are analyzed from three angles: organization,individual,and society,meanwhile Incentive-Health two-factor theory is proposed to reduce the working load for grass-root civil servants.
