Research On Countermeasures For The Transfer And Transformation Of Scientific And Technological Achievements In Hebei Province

Scientific and technological innovation is the strategic support for improving social productivity and comprehensive national strength,and must be placed at the core of the overall national development.The 18 th National Congress of the Communist Party of China proposed to implement an innovation-driven development strategy.The key to this strategy is to deepen the reform of the scientific and technological system and promote the transformation of scientific and technological achievements.Since 2015,my country has successively promulgated and revised a series of policies and regulations to ensure the transfer and transformation of scientific and technological achievements,such as the Law of the People’s Republic of China on Promoting the Transformation of Scientific and Technological Achievements,and the Law of the People’s Republic of China on the Advancement of Science and Technology.The Ministry of Science and Technology,the Ministry of Education and other ministries have also formulated A series of policies have been adopted to promote the transfer and transformation of scientific and technological achievements.Driven by the national strategic decision,Hebei Province has also successively issued a series of policies to promote the transfer and transformation of scientific and technological achievements to accelerate the development of the transfer and transformation of scientific and technological achievements.As an important subject of the coordinated development of Beijing-Tianjin-Hebei and the construction of Xiongan New Area,Hebei Province has great potential in scientific and technological innovation and achievement transformation.It is of great theoretical and practical significance to carry out relevant research on the policy system for the transfer and transformation of scientific and technological achievements in Hebei Province.This paper uses the literature research method to systematically sort out relevant research at home and abroad,and clearly defines related concepts such as the transfer and transformation of scientific and technological achievements.The characteristics and effects of the transfer transformation policy are quantitatively analyzed.First,based on the content analysis,it shows that the typical characteristics of Hebei’s scientific and technological achievements transfer and transformation policies include: large fluctuations in the number of policies,gradual enrichment of the types of policy topics,differences in the preference of policy subjects with different effects,emphasis on the use of environmental-based and R&D-stage policies tool.Secondly,using the factor analysis method to analyze the effectiveness of the transfer and transformation of scientific and technological achievements in Hebei Province,the conclusion is that the annual data growth rate of the evaluation system for the transfer and transformation of scientific and technological achievements in Hebei Province is uneven,and the growth rate of the input stage is significantly lower than that of the output stage and the transformation stage..Hebei Province has maintained the national average growth rate,and the ranking of effectiveness has not changed.Compared with the strong provinces in the transfer and transformation of scientific and technological achievements and the provinces with rapid progress,Hebei Province has a significant gap in terms of economic development level,higher education resources and scientific research funding.Finally,based on the typical characteristics of the policy and the effect of transfer and transformation,improvement countermeasures are proposed.
