| It is an important task of public management activities to help the families bereft of their only child,as well as an important measure to alleviate the negative impact caused by the implementation of family planning policy and provide social care for such families.Since 2007,several provinces and municipalities directly under the central government have carried out pilot programs to assist families whose only child has been disabled or died;In 2013,the former National Health and Family Planning Commission and other five departments jointly issued regulations to provide care and assistance to the families bereft of their only child from the perspectives of economic assistance and social care.In2015,Gulou District of Fuzhou started comprehensive helping and supporting work for the families bereft of their only child from various angles.Over more than six years of quest and enforcement,helping and supporting work of the families bereft of their only child of Gulou District in Fuzhou City has been tried in economic support,psychological comfort,home care,preferential treatment security,pair assistance,voluntary services and other aspects,and has achieved preliminary results.Based on the theory of social welfare provision and good governance,this research analyzes the status quo of helping and supporting of the families bereft of their only child in Gulou District of Fuzhou by means of questionnaire survey,field visit survey and interview.Through the research,it is found that there are still many problems in policy implementation and practice in Gulou District of Fuzhou city while some achievements have been made in helping and supporting of the families bereft of their only child.These problems seriously affect the overall effect of helping and supporting,so that many families who really need help do not get good trauma comfort and the solution of practical life difficulties.The research deeply dissects the causes of the problems,and on the basis of learning from the useful experience of helping and supporting of the families bereft of their only child in other regions of China,combined with the reality of Gulou District in Fuzhou city,the author put forward corresponding Countermeasures to the problems according to local conditions.These countermeasures mainly include:strengthen the publicity of helping and supporting policy of families bereft of their only child;optimize the design of the helping and supporting system for families bereft of their only child;strengthen support of families bereft of their only child;improve the actual effect of helping and supporting families bereft of their only child.The countermeasures put forward in this paper not only provide ideas and ways to improve the problems in Gulou District of Fuzhou,but also provide references for other parts of the country to solve the problems in helping and supporting of the families bereft of their only child. |
