Fragmentation And Reconstruction: Research On The Path Of Grassroots Governance Innovation In Fujian Province

Party building leading grassroots governance is a unique social governance model in my country.In recent years,there have been endless innovations in local exploration of party building leading grassroots governance.However,in terms of research perspectives,most of them are limited to two-dimensional plane narratives,lacking an integrated theoretical framework,and the degree of theorization needs to be deepened.In the local practice of grassroots governance,it is less based on the actual scene of grassroots governance in my country,and explores the construction of a theoretical analysis framework that is more local and explanatory in line with my country’s national conditions.Theoretical research is not deep enough for practical guidance,and the implementation path for party building to lead grassroots governance innovation needs to be further deepened.It is based on the above research background,based on the functional mission of my country’s ruling party and the western holistic governance theory,this paper proposes a multi-dimensional integration framework with the leadership of party building as the core.By constructing a theoretical analysis framework of "one axis and multiple",this paper explores the practical dilemma of solving the fragmentation of urban and rural governance,and promotes the deepening path and effective mechanism of grassroots governance innovation.First,the paper selects three representative local practices of grassroots governance,namely Guangze County,Nanping City,Haicang District,Xiamen City,and Licheng District,Quanzhou City,as the research samples of this paper.Collect case-related materials through research,interviews,visits and other forms.In the case presentation,it mainly outlines the practice and governance effectiveness of three local party building leading grassroots governance.It focuses on the innovative characteristics of local practice of grassroots governance,the policy diffusion experience and the comparison of multi-dimensional integration paths.Secondly,it discusses the main dilemma of the current grassroots governance fragmentation.Including the fragmentation of public management,the fragmentation of social collaborative governance and the fragmentation of the effect of self-governance and co-governance.This paper analyzes the causes of the current grassroots social fragmentation governance.These include unbalanced development of governance bodies,lagging social governance concepts,and insufficient supply of effective systems.Finally,under the framework of multi-dimensional integration,it proposes a deepening path and effective mechanism for party building to lead grassroots governance innovation.It mainly includes: in the dimension of government system,improve the overall governance of the party and government;in the dimension of social forces,improve the coordinated governance of regional party building;in the dimension of public participation,promote the integration of the party and the masses into governance.The research of this paper is committed to achieve two goals: first,to embed the multi-dimensional integration framework into the realistic picture of party building leading grassroots governance,to construct a more explanatory localized theoretical framework for the innovation of grassroots governance in my country,and to promote the localization of Western public governance theories Second,explore the deepening path and effective mechanism to solve the realistic dilemma of fragmented grassroots governance,and further enhance the party’s ability to integrate urban and rural grassroots society.
